Brazil: SIP providers and connecting a number to the PBX
We do not issue numbers: the venue buys a Brazilian number from a telecom operator and connects it to its own PBX as a trunk. Everything that is the same for every provider — the two trunk modes, what to ask the operator, the form fields, network requirements and the connectivity check — is described in the general guide "Connecting a provider's number to the PBX". Here is the Brazilian specificity only: where to buy a number, what that provider issues and what of it goes into Telephony → "Trunks and connections" → "Add provider".
The data was collected on 9–10 September 2026 from provider documentation, the catalogue of certified trunks of the PBX vendor 3CX and materials of the regulator ANATEL; links are in the "Sources" section.
In short#
- The Brazilian market is split in two, and this is the main conclusion about the country. The "big five" — Vivo, Claro/Embratel, TIM, Oi, Algar — sell a SIP trunk only together with their own dedicated access ("acesso dedicado"): Vivo additionally requires homologation of the customer's own PBX, and Algar issues a private
/30network that has to be raised on a separate network card "for voice only". A cloud PBX physically does not fit into such a scheme. - The second tier, however, works exactly the way we need. Operators that sell a trunk over the internet — Directcall, SONAVOIP, Nvoip, Fale Fácil Voip, Zievo — connect by registration on port
5060/UDPwith theG.711codec, with no dedicated links and no engineer visits. - The first candidate is Directcall: the only Brazilian provider with "Preferred" status in the 3CX catalogue and the only one that publishes its Asterisk configuration verbatim. Next come SONAVOIP (a public guide covering both authorisation modes) and Nvoip (set up within hours in a self-service account).
- The main local pitfall is the dialled number in an incoming call. At Nvoip it does not arrive at all by default: the trunk login sits in the service field until a separate request is filed with support. Without it the call is accepted, but the PBX cannot tell which of your numbers was called.
- The second pitfall is long-distance dialling. In Brazil a long-distance call cannot be dialled without a long-distance carrier code (CSP):
0+ code (15at Vivo,21at Claro/Embratel,41at TIM,31at Oi — check your own code in the contract) + DDD + number. Forget the code and outbound calls across the country simply fail. - The third pitfall is the
G.729codec. It appears in the published examples of Directcall and Vono, while the PBX speaks G.711 and G.722. DemandG.711 a-law/u-lawin writing before signing, otherwise you get one-way silence. - The paperwork is fiscal and mandatory. No line in the country is activated without the owner being registered by CPF (individual) or CNPJ (legal entity). A foreign company without a Brazilian CNPJ and a local address will de facto not be sold a number — neither by a local operator nor by an international service.
Numbers in the country#
The country code is +55. The ANATEL numbering plan: the area code (DDD) is 2 digits, followed by the subscriber number — 8 digits for fixed lines and 9 digits for mobile (a mobile number always starts with 9). A full landline number is 10 digits without "+55", a mobile one is 11. In "Lines" the number is entered as +55 plus those 10–11 digits.
- DDD ranges from
11(São Paulo) to99:21— Rio de Janeiro,31— Belo Horizonte,41— Curitiba,51— Porto Alegre,61— Brasília,71— Salvador,85— Fortaleza. - Within a city people dial without the DDD: 8 digits (numbers starting with 2–6) or 9 digits (7–9).
- A long-distance call is
0+ CSP + DDD + number, an international one is00+ CSP + country code + number. The CSP is the long-distance carrier code and depends on whose trunk you have. - Non-geographic numbers:
0800— free for the caller,0300— shared cost,3003and4003/4004— "Número Único Nacional" charged as a local call nationwide,0303— the active telemarketing code (optional rather than mandatory since August 2025). - What arrives in an incoming call differs between providers. Vivo delivers the trunk number in national format (
9553864893), while Directcall, Datora and Nvoip expect it in international format (559553864893, i.e. without the plus). At Nvoip the dialled number is not substituted at all by default — see its card below. - Emergency services are the three-digit
190(police),192(ambulance),193(fire brigade). They cannot be dialled through our PBX: outbound rules work from four digits upwards. Keep a mobile phone on the shift. Ask the provider separately whether it passes short service numbers at all: Zievo, for one, keeps a whole knowledge base article on why calls to them fail from a trunk.

Directcall#
An operator from São Paulo with a "SIP Trunk / Linha telefônica IP" service: unlimited plans, 0800 numbers, porting in any DDD. The only Brazilian provider with "Preferred" status in the 3CX catalogue — its template is tested with every release of that PBX, and it is also the only one in the country that publishes its full Asterisk configuration. A free test trunk is available; a production one requires a contract with a CNPJ.

What to set up at the provider: order a SIP trunk and a number in the DDD you need → ask for the SCM service type (the 3CX certification requires it too) → agree the G.711 codec in writing → check that the outbound destinations you need are enabled on the account (long-distance and mobile calls are billed separately) → for mass outbound campaigns discuss the "Chamada Verificada" call authentication service.
Pitfalls ⚠️ In the operator's published example the first codec is G.729, which the PBX does not have — demand G.711 before signing. The operator accepts the audio stream in the 2000–8000 and 9000–20000 ranges, which covers ours entirely. Directcall has no encryption at all — and none is needed. In outbound calls you may only present numbers belonging to your own account.

SONAVOIP (Sonax)#
An operator and contact-centre platform. Of all Brazilian providers it has the most detailed public guide: both authorisation modes are described, and the inbound and outbound legs are covered separately.

What to set up at the provider: create the trunk → point the purchased number at it → agree which address incoming calls come from, and if possible ask them to send those from the same host as the outbound leg → for the IP mode hand over the “Static IP” from the "Server" tab. Their example codec list includes G.711 a-law and u-law, and audio is not relayed through the provider's server — there is nothing else to configure.
Pitfalls ⚠️⚠️ Two different addresses — the main thing to remember about this provider. One trunk in the admin panel equals one host, and the PBX identifies an incoming call by the sender's address: register only proxy.sonavoip.com.br and calls from did.sonavoip.com.br will not be recognised and will not arrive. There are two ways out: ask the operator to send incoming calls from the same address, or add did.sonavoip.com.br as a second trunk (routing outbound calls through the first one only).

Nvoip#
An operator with full self-service: sign up on the site, get an account, and the trunk is created straight away under "Configurações → Usuários", where the authentication ID and password are also shown. In the 3CX catalogue it is "Supported", with online sign-up available. The fastest way to get a Brazilian number into the PBX if you already have a CNPJ.

What to set up at the provider: buy a number → file a support request for the dialled number to be inserted into incoming calls (in the operator's terms, "apresentar o número chamado / DID nos campos RURI: User Part e To: User Part") → enable international calls if you need them → in the account set the outbound caller ID to "Outros" with an empty field so that our PBX supplies the number.
Pitfalls ⚠️⚠️ Without the request described above, the trunk login sits in the incoming call instead of the dialled number: the call is accepted, but the PBX cannot match it to a line and every number follows the same scenario. International calls are blocked by default: while they are off you must dial in national format (1123456789), and in international format (551123456789) once they are enabled. The operator does not publish its codec list — demand G.711 in writing.

Fale Fácil Voip#
A retail operator and reseller: fixed and mobile telephony, "special DDDs", international numbers. The login and password arrive by e-mail immediately after sign-up — no negotiations with a manager are needed, and the Asterisk guide is published in full.

What to set up at the provider: top up the balance or pick a plan → buy a number in the DDD you need → point it at your account. Their example codec list includes G.711 a-law and u-law — ask for those to be put first, because the same list also contains G.729 and iLBC, which the PBX does not understand.
Pitfalls ⚠️ The server address is a bare IP with no hostname: if the operator changes it, the trunk dies silently and without warning. Compare the value with their knowledge base from time to time, and if registration is suddenly lost, check the address first.

Zievo / iFalei#
Zievo is a Brazilian hosting and telecom provider; its telephony product is called iFalei (PABX Virtual), and the outward trunk is sold as a separate "Tronco Sip" service. The guide is published for Asterisk, Issabel and Elastix — that is, the trunk is officially intended for a third-party PBX.

What to set up at the provider: order the "Tronco Sip" service itself, not just the iFalei virtual PBX → attach the number to the trunk → ask for G.711 a-law/u-law priority (their example list starts with a-law but also includes G.729 and iLBC).
Pitfalls ⚠️ The server address is a bare IP too, and it belongs to a cloud hosting provider (São Paulo region): such an address is more likely to change than one owned by an operator with its own network. Separately, test calls to three-digit and service numbers before going live — the operator keeps a dedicated knowledge base article on why they usually fail from a trunk.

Providers that issue parameters at connection time#
Vono (Fale Vono), Datora Telecom, Vozio Comunicações
These operators do offer a trunk for a third-party PBX, but the server address, login and password come from the account or the contract — you cannot pre-configure the trunk from this page. What to ask the manager is in “What to ask the provider”; at a minimum — server address, port, transport, authorisation mode, codecs and the format of the number in an incoming call.
- Vono (Fale Vono). A live fixed and mobile operator; the trunk is bought online — from R$ 40.00 per month per channel with unlimited calls to Brazilian landlines and mobiles, activation free. The mode is registration: the login, password and server address are shown in the "Meu Vono → SIP Trunk → Ver" account section. ⚠️ Their only published configuration example lists
G.729alone, a codec the PBX does not have — untilG.711is confirmed in writing, treat this provider as unverified. Do not confuse it with the GVT service of the same name: that one was shut down on 30 September 2016. - Datora Telecom. A wholesale operator founded in 1993, "Supported" in the 3CX catalogue, sold through a manager only. What is known for certain: two separate trunks — one inbound and one outbound ("you will have to configure both"), a mandatory dial code prefix on every outbound number (the code is issued by the operator), the trunk number entered in international format, and no encryption. Two trunks map onto our model only as two separate connections, with outbound calls routed through one of them; without the dial prefix outbound calls do not go through at all.
- Vozio Comunicações. An ANATEL-licensed operator that advertises a SIP trunk with "seamless integration into an existing PBX" and unlimited calls across Brazil, but publishes neither parameters nor a guide nor prices — only an individual quotation. Start by requesting the parameters from their support.
Operators that will not suit our PBX#
Vivo, Claro/Embratel, Algar, Oi, TIM — why, and what to do instead
At all of the "big five" the trunk is sold not over the internet but together with their own link to the venue's premises. This is not a security quibble but the service model: the voice part of the operator's network lives inside its own access network, and a cloud PBX cannot get there.
- Vivo / Telefônica Brasil. The "SIP Trunking" product uses IP authorisation (there is no login or password at all), and the trunk number is entered in national format. The operator states plainly that it will provide dedicated access and that the customer's PBX must be homologated by Vivo; the issued link "cannot be replaced by other existing connectivity", and the customer receives a range of six usable addresses, one of which is taken by the operator's own router. In the 3CX catalogue this trunk is explicitly marked as incompatible with a hosted PBX.
- Claro / Embratel. The corporate telephony of the América Móvil group: the historic "VIP SIP" trunk and the "Conecta" and "Conecta Cloud" packages with a dedicated link. No official parameters appear on any page of the operator. A separate complication: signalling and audio arrive from different addresses — which breaks inbound calls when the provider is identified by host.
- Algar Telecom. The cleanest IP mode among Brazilian operators — no login, no password, no registration, port
5060/UDP,G.711andG.729codecs. And the least reachable: Algar issues a private/30network that must be raised on a separate voice-only network card — you cannot browse the internet through it, and internal extensions and PBX management must go through another card. A cloud PBX cannot obtain such a second interface into the operator's network. - Oi Soluções. The "Digitronco SIP" product: up to 30 simultaneous calls, a number range included in the service, connection "to the customer's PBX over a fully redundant network" — the same dedicated-access scheme. Parameters are not published. Note also that the operator's asset restructuring is ongoing: before signing, check who owns the product at that moment.
- TIM Brasil. Corporate fixed telephony is built around
0800and the "Número Único Nacional" in theXX-400X-XXXXformat, and the connection is described plainly: the customer's PBX is linked to the TIM node "through digital accesses". There is no TIM template in the 3CX catalogue either. The operator's practical value for us is the number, not the trunk: an0800or400Xnumber can in principle be routed to another operator's trunk, subject to the contract.
What to do if the number is already with one of them: port it to a provider from the table above — porting in Brazil takes 3 business days and is filed by the receiving side. Directcall, for instance, specifically advertises porting a landline number into SIP in any DDD.
International providers with numbers of Brazil#
Brazilian numbers are sold by Twilio, Telnyx, DIDWW, Zadarma, Sinch, Infobip and didlogic. Cards for Telnyx, Twilio and Zadarma already exist in the catalogue when adding a provider — the server address and mode are filled in automatically, and their parameters hold no Brazilian specificity.
- Twilio is the only international player with a 3CX template certified specifically for Brazil (with "Preferred" status, alongside Directcall). Landline and national numbers are sold to businesses only, mobile numbers to individuals as well, and toll-free
0800numbers to businesses only. - The paperwork is the same as for local operators and cannot be worked around. Twilio requires a business registered in Brazil with a valid CNPJ and a Brazilian address, and "a PO Box is not acceptable". For toll-free numbers ANATEL caps the allocation: no more than five
0800numbers per CNPJ. - The conclusion for this section. An international provider solves the "trunk without a dedicated link" problem, but not the "a number for a foreigner" problem: without a Brazilian legal entity nobody will issue a local number. A chain with foreign ownership is better off taking a local operator from the table above under the CNPJ of a local entity than an international aggregator.
- Check the availability of a specific DDD at an international provider by searching for the number in its portal: coverage changes often.
Number porting#
- Porting is administered by the industry body ABR Telecom, and the deadline is 3 business days from the request (or later if you yourself ask for a scheduled date). The application is filed by the receiving provider, which also issues a protocol number for tracking; nothing needs to be filed with the losing operator.
- Two hard limits: you may only port within the same type of service (landline to landline, mobile to mobile) and only within the same DDD. A São Paulo landline number cannot be "moved" to Rio de Janeiro.
- Ownership matters. A line is not activated without the owner's CPF or CNPJ, so a number once registered to an individual will additionally require a change of ownership when ported to a company — the procedure differs between operators, so clarify it in advance.
- ⚠️ Numbers issued under an SCM-type licence cannot be ported at all yet: ANATEL has postponed the launch of portability for that category, with 1 September 2027 as the target. That means a cheap "internet number" may have no way out to another operator — ask about the service type before buying.
- A change of our PBX's public address breaks a trunk that works by IP (the address mode at SONAVOIP and at all of the "big five"): when the dedicated machine is recreated, tell the provider the new address in advance.
Rules and paperwork#
Licences, the regulator, paperwork for a number, caller ID, telemarketing, call recording
- The venue needs no permit. There is no separate "VoIP licence" in Brazil: the regulator ANATEL does not regulate VoIP as a standalone service but does require whoever sells voice to hold its licence — STFC (fixed telephony) or SCM (multimedia communications). You are not selling communications but buying them: the licence is your provider's concern.
- The difference between STFC and SCM shows up in the contract and affects the connection. Numbering resources and interconnection with the public network belong by regulation to STFC; SCM still has neither public numbering nor portability. Yet the 3CX certification for Directcall requires the opposite — "make sure that the numbers provided are SCM type", because such a number is not tied to a local telephone area and works on a PBX located anywhere. Agree the service type with the operator in writing.
- ⚠️ 2026 is the year of the local-area reform. From January to June 2026 ANATEL is aligning fixed-line local areas with the geographic boundaries of numbering areas in nine stages. Local versus long-distance charging and the rules for issuing geographic numbers change along the way — recheck the prices in your contract after each stage.
- The paperwork for a number is fiscal. Registering the line owner by CPF or CNPJ has been mandatory since 2003, and operators check it at activation rather than "some time later".
- You may only present your own numbers. There is no direct ban at the regulator's resolution level, but operators impose the limit themselves: the certification requirements for both Vivo and Directcall state that only numbers from your own account are allowed in outbound calls. The “Present as” field simply will not work with someone else's number.
- Telemarketing. The
0303prefix for active outbound campaigns has been optional since August 2025. A different rule was introduced instead: subscribers generating more than 500,000 calls in an observation month must use the call authentication feature (sold as "Chamada Verificada" / Stir-Shaken). For catering and retail the threshold is unreachable, but for mass outbound campaigns the service affects answer rates — operators sell it separately. - Call recording. There is no separate "telephony" permission: the personal data protection law (LGPD) and the secrecy of communications apply — you need a lawful basis for processing and you must inform the other party. The voice recording notice is enabled in the location settings.
If it does not work#
- Outbound calls are rejected with
400 Bad Request. A classic Brazilian story: the internet provider is blocking port5060. Directcall keeps the spare ports1313,1571and1720for exactly this case — request them from the operator and change the "Port" field. Ask other providers about an alternative port the same way. - Calls within the city go through, but not across the country. The long-distance carrier code is missing: long-distance is dialled as
0+ CSP + DDD + number. Find your code in the contract and prepend it with a rule on the "Outbound" tab. - The call connects but there is silence one way or both. In Brazilian configurations
G.729is often the first codec, while the PBX speaks G.711 and G.722. Ask the provider to putG.711 a-law/u-lawat the top of the list. - Incoming calls arrive, but all of them follow the same scenario. At Nvoip the dialled number is not substituted into incoming calls by default — file a support request to have the number inserted into the RURI and To fields. With other providers, first check the format: some send the number nationally, others internationally.
- Half of the traffic is not recognised. At SONAVOIP the outbound and inbound legs live on different addresses, at Datora they are two separate trunks altogether, and at Embratel signalling and audio arrive from different IPs. One trunk equals one address — add a second trunk or ask the operator to send everything from a single address.
- The trunk was up and suddenly dropped with no changes on our side. At Fale Fácil and Zievo the server address is a bare IP: the operator may have changed it. Check the value in the provider's knowledge base.
- A call to the second number follows the scenario of the first. A line is matched by the last seven digits, while a Brazilian landline number is a DDD plus eight digits:
11 3333-4444and21 3333-4444share the same tail. For a single venue this is irrelevant; for a nationwide chain, pick numbers with different endings when ordering or split them across trunks. - Nothing comes up at all, and the credentials mention a private address or a dedicated link. That is a "big five" trunk: it lives inside the operator's own network. Ask whether a connection over the internet to a public address is sold; if not, port the number to a provider from the table above.

Frequently asked questions#
Can I get a Brazilian number if my company is not registered in Brazil?#
Practically no. Registering the line owner by CPF or CNPJ is required by law, so neither a local operator nor an international service will issue a local number without a Brazilian legal entity: Twilio, for example, explicitly requires a business registered in the country with a valid CNPJ and a Brazilian address, and does not accept a PO Box. The workable path is a local entity plus an operator from the table above.
Why can't I take a trunk from Vivo or Claro — they are the largest operators?#
Because their trunk is delivered together with their own dedicated link to the venue's premises, and Vivo additionally requires the customer's PBX to pass its homologation. Algar takes this to the extreme: a private /30 network on a separate network card that cannot reach the internet. A cloud PBX does not fit into such a scheme — take a second-tier operator or port your number to one.
Registration or IP authorisation — which should I choose?#
Registration: in Brazil every provider reachable over the internet works that way. The IP mode only makes sense at SONAVOIP (and formally at the "big five") and requires the provider to whitelist our PBX address. Bear in mind that recreating the dedicated machine changes that address, and it has to be passed to the provider again.
What is a CSP and why does long-distance fail without it?#
The CSP is the carrier selection code by which Brazil picks whose network carries a long-distance or international call. The dialling is 0 + CSP + DDD + number inside the country, and 00 + CSP + country code + number abroad. The code depends on whose trunk you have (15 at Vivo, 21 at Claro/Embratel, 41 at TIM, 31 at Oi), is confirmed in the contract and is prepended by an outbound rule.
How do I dial 190 or 192 through the PBX?#
You cannot: emergency numbers are three digits long, while outbound rules work from four digits upwards. Keep a mobile phone on the shift. Ask your provider separately whether it passes service numbers at all — at some VoIP operators in the country they are closed, and Zievo says so in its knowledge base in plain words.
How long does connection take?#
At providers with a self-service account (Nvoip, Vono, Fale Fácil) — hours. At Directcall and SONAVOIP, with a contract and a CNPJ — days. Porting a number takes 3 business days after the application. A "big five" trunk with dedicated access takes weeks and an installation visit, and even then it will not connect to a cloud PBX.
