Colombia: SIP providers and connecting a number to the PBX

We do not issue numbers: the venue buys a Colombian number from a local operator and brings it into its own PBX as a trunk. The steps that are the same everywhere — trunk modes, form fields, network and the connectivity test — are in the overview «Connecting a provider's number to the PBX»; this page covers only the Colombian part: where to get a number, what that provider issues and which of it goes into the admin panel.

The data was collected on 9–10 September 2026 from the providers' own documentation and materials of the regulators CRC and MinTIC; links are in the «Sources» section.

In brief#

  • The country's largest operators are unusable for a cloud PBX. Claro, ETB, Movistar and Tigo/UNE sell a "troncal SIP" as a service on their own access link: the customer gets a WAN address and a SIP server address in the private 10.x.x.x range, and there is no registration at all. A dedicated PBX in the cloud physically cannot reach such a trunk — it can neither register nor get onto the allowlist. That rules out the four biggest players in the market straight away.
  • The first choice is net2phone Colombia (the IDT arm with an office in Bogotá): the only provider in the country with a public guide and parameters — proxy siptrunk.net2phone.com, port 5060/UDP, either registration or IP authorisation, and G.711 in the codec list.
  • Next come the local VoIP providers that deliver over the internet: LinkedIP (published peso tariffs, explicit support for Asterisk-based PBXs), VoipRed (a trunk with a login and password, has its own manual), VOIP MUNDO (prepaid, no contract, same-day activation). They issue the server address at activation, so you cannot pre-configure the trunk, but the mode and port are the usual ones.
  • Ask about codecs before you sign. In Colombian configurations G.729 is often the default (net2phone included), while the PBX speaks G.711 and G.722: without an explicit request to put G.711 a-law/u-law first, the call will be set up without a common codec and you will get silence.
  • Every instruction older than December 2021 is wrong about dialling. Since the CRC reform a landline number is dialled as 60 + area code + 7 digits: Bogotá is 601, not 1. Routes and outbound rules copied from old manuals will not work.
  • Outbound calling is limited by law. Ley 2300 de 2023 allows a commercial contact with a consumer no more than once a day through one channel per week, and only Mon–Fri 07:00–19:00, Sat 08:00–15:00; Sundays and public holidays are prohibited.

Numbers in the country#

The country code is +57. A number is built as CC (2) + NDC (3) + SN (7): the national significant number is always 10 digits and the subscriber part is exactly 7 digits. In «Lines» the number can be entered in any format: the PBX compares the last seven digits.

  • Code ranges (NDC): 600–699 — geographic numbering of fixed networks, 300–399 — mobile and satellite, 800–999 — service numbers; numbers free for the caller are dialled as 01800 ….
  • City codes: 601 Bogotá, 602 Cali, 604 Medellín, 605 Barranquilla, 606 Pereira and the Eje Cafetero, 607 Bucaramanga, 608 Tunja and Villavicencio. Confirm the exact code-to-city mapping with the provider when ordering the number.
  • Dialling after the 2021 reform. From 1 December 2021 the old scheme (the 03 prefix, "01" before the city code, long-distance carrier codes) was abolished: a landline number is dialled as 60 + area code + 7 digits from everywhere — from a landline, from a mobile and within the city; from abroad it is +57 60X XXXXXXX. Mobile numbers were and remain ten digits. The international prefix for outbound calls is 00.
  • The emergency number is 123 (single nationwide); when the dialling scheme changed, the regulator stressed separately that emergency numbers stay the same. Through a number from an international aggregator a call to 123 does not work.
  • The format in which the number arrives on an inbound call:
What arrives in the call Provider What it means for «Lines»
International format with the 011 prefix (011 57 60X XXXXXXX) net2phone Colombia the line is found: only the end of the number is compared
57 + 10 digits (E.164 without the "+") local VoIP providers — VoipRed creates the inbound route on the number with the country code and area code the line is found the same way
National 10 digits incumbents on their own access link — confirm in the contract the same

⚠️ The subscriber part in Colombia is exactly seven digits, and the PBX compares exactly seven. So the city code is dropped when the line is looked up: 601 234 5678 in Bogotá and 604 234 5678 in Medellín resolve to the same line. For a single venue this never comes up, but in an account with numbers in different cities the lines may collapse into one — check the endings when ordering a second number.

Tigo Business / TigoUNE landline, fixed-mobile bundle yes, "Troncal SIP en la nube" by contract request through Tigo Business
IFX Networks Colombia no public product: voice only inside their UCaaS only through an account manager
Twilio · Telnyx · DIDWW · DIDLogic landline, mobile, +571800 yes registration or by IP online, see «International providers»

The first four rows are the providers for which there are «What to enter in the admin panel» tables below. For the rest, the server address, port and mode are communicated after the contract is signed; what exactly to ask is in the collapsed blocks below.

net2phone Colombia#

The Colombian arm of net2phone (IDT Corporation) with an office in Bogotá; the line-up includes a cloud PBX, uContact and a SIP Trunk — "conecta tu PBX a la nube". It is the only provider in the country with a public guide containing parameters — the "Guía de configuración del SIP trunk net2phone". The document is regional, covering all of Latin America, and its dialling examples are given for Argentina, so confirm the Colombian specifics (the outbound dialling format, the list of inbound addresses) at activation.

What to enter in the admin panel (Telephony → «Trunks and connections» → «Add provider» → the «SIP trunk (custom provider)» card):

Field Value
SIP host siptrunk.net2phone.com — the provider's outbound proxy
Port 5060
Transport UDP
Registration REGISTER (digest) — or ⬜ «IP-auth (no registration)» if you give the provider your static address
Login the net2phone account number (account from the activation email)
Password the account's SIP password

What to set up with the provider: order the SIP Trunk and Colombian DIDs → get the credentials, the "plan de discado" and the list of ANIs → for the IP mode, tell them the public static address of the PBX (the «Server» tab, the «Static IP» field; with a dynamic address only registration is available) → insist on G.711 a-law/u-law first: the provider's standard codec is G.729, which the PBX does not have → ask which addresses inbound calls will come from.

Pitfalls ⚠️ Inbound calls arrive from a different address than the one outbound calls go to: the firewall section of the guide lists 169.132.196.33:5060 and 206.20.196.19:5060, while the configuration examples show 169.132.196.44 and 206.20.196.34. Our trunk recognises a provider by a single host, so inbound calls are handled by a second trunk carrying the address given at activation — or ask net2phone to send calls from the same address as the proxy. The DID arrives in international format with the 011 prefix. The outbound number defaults to the account's header ANI, and additional numbers are communicated separately, so fill the «Show as» field only with agreed numbers. The provider expects media on UDP 20000–24000 from its proxies 200.115.186.65 and 200.115.187.65; the stated link requirements are latency below 100 ms (250 ms maximum), packet loss below 2 % and jitter below 30 ms. The guide predates the 2021 dialling reform, so its example numbers are outdated.

LinkedIP#

A Colombian cloud operator from Barranquilla: a cloud PBX, troncales SIP, international calling and XCALLY for contact centres. It states explicitly that the trunk works with Asterisk-based IP PBXs, and that numbers are available in "more than 200 area codes in the USA and Colombia", including US and Canadian toll-free. Tariffs are published, in pesos: SIP TRUNK SOHO — COP 165,000 + IVA (2 concurrent calls, unlimited national landline calling, a local number), SMB — COP 350,000 + IVA (5 calls), an extra concurrent call — COP 60,000 per month.

Field Value
SIP host the address is issued at activation in the portal — request it together with the credentials
Port 5060 — the standard value, confirm on connection
Transport UDP
Registration REGISTER — an account with a login and password; if the provider offers IP authorisation, clarify when ordering
Login the trunk account from the portal
Password the trunk password from the portal

What to set up with the provider: choose a plan by the number of concurrent calls → order a DID in the city you need and point it at the trunk → add the PBX's public address to the anti-fraud allowlist (they can restrict access by IP address, country and destination) → confirm G.711 in the codec set.

Pitfalls ⚠️ "Unlimited national landline calling" does not include rural zones or mobile numbers — those are charged separately, and on mobile destinations the bill grows quickly. There are no technical parameters on the website: both the host and the mode arrive at activation, so make the first test call before you point real guest traffic at the number.

VoipRed#

A provider and integrator from Pereira and Bogotá: SIP trunks, VoIP minutes, Colombian DIDs, a virtual PBX and a billing tool. What matters for us is that it has its own manual for connecting a third-party PBX (Elastix/Issabel): the trunk is set up as an ordinary SIP account with a usuario and contraseña, that is, in registration mode, and the inbound route is created on the number with the country code and city area code. The service is prepaid, with no contract term.

Field Value
SIP host the VoipRed account host — from the connection email or the portal
Port 5060 — the standard value, confirm on connection
Transport UDP
Registration REGISTER — the account's usuario and contraseña
Login the VoipRed account usuario
Password the VoipRed account contraseña

What to set up with the provider: buy a DID in the city you need and bind it to the account → top up the minute balance → request the host and the format in which the inbound number will arrive → confirm G.711.

Pitfalls ⚠️ The manual has not been updated since the dialling reform: in its inbound-route examples the Bogotá area code is 1 (57 + 1 + number), whereas today it is 601. Routes and outbound rules must not be copied from it literally. The service is prepaid: when the balance runs out, outbound calls stop while inbound calls usually keep arriving.

VOIP MUNDO#

A Bogotá VoIP provider (Evolution Company SAS): SIP trunks, a virtual PBX, numbers in Colombia, Bogotá, mobile numbers and US numbers. Connection is prepaid, with no contract and no setup fee, and activation happens on the day of the request; the web portal shows call history, destination rates and the balance. The provider itself writes that the trunk can be configured "in any IP PBX running Asterisk, or in an IP phone/ATA" — which means the account is an ordinary one, with a login and password.

Field Value
SIP host the address is issued when the account is activated
Port 5060 — the standard value, confirm on connection
Transport UDP
Registration REGISTER — an account with a login and password
Login the account from the portal
Password the account password

What to set up with the provider: top up the balance → order a DID (Colombia, Bogotá, mobile or the USA) and point it at the trunk → request the host, the port and a codec set with G.711 → clarify the number of concurrent calls per number.

Pitfalls ⚠️ Prepaid without a contract is convenient for a quick start, but an exhausted balance silently stops outbound calls — keep auto top-up on or watch the balance in the portal. Destination rates are published only in the portal, not on the website.

This is the country's main peculiarity, and it deserves a separate conversation with the account manager before signing. For the four largest operators a "troncal SIP" is not a trunk over the internet but a service on their access link: the addressing comes together with the fibre to the venue, and the operator's SIP server lives in the private 10.x.x.x range. A server that connects to such a trunk has to sit on the premises, with that operator's link; a cloud PBX cannot reach a private address, and there is no registration in these services through which one could "come in from the outside".

The question that settles everything: "do you deliver the trunk over the internet to our static public address — or only inside your own access link?" The full list of what to obtain from the account manager is in «What to ask the provider».

What is known about each of the four
  • Claro Colombia (Comcel). The country's largest operator; the "Troncales SIP" service sits in the "Soluciones de voz" section — a trunk and E1 lines, concurrent sessions on a single number. There is no registration: the vendor guide for interworking with a Panasonic PBX states plainly that the Register checkbox must be left off and the login and password fields empty. The codecs are only G.711 A and G.711 u, which is a plus in itself; but enabling G.729 cuts the number of trunk channels to four. The customer is given the SIP server address and WAN port settings; in community practice the operator's address looks like 10.11.200.9, and a second network card plus static routes are set up on the server. Claro publishes no technical parameters of its own — everything comes from the connection form.
  • ETB (Empresa de Telecomunicaciones de Bogotá). The city operator of Bogotá; its product for a third-party PBX is Conectividad Avanzada IP (CAIP), also known as IP Trunking, sold from 10 "channels" and plugged straight into the server's Ethernet port. In the customer configuration we reviewed the host is a private 10.x.x.x, authorisation is by address, the codecs are G.711 a-law and u-law (support insists on exactly that priority) and DTMF is in-band. ETB has one more requirement: the From header must carry the customer's IP address, otherwise some destinations fail; in our case From carries the provider's host and this cannot be changed from the interface — for ETB that is a blocker even where the trunk is physically reachable.
  • Movistar Colombia (Telefónica). "Troncal SIP" sits in the fixed business telephony line-up next to the basic line, long distance and multi-line products. The service has no page of its own — the description lives as a tab on a general page, and the parameters and mode are not published; the contract is signed on a NIT through the billing party. It is worth asking, but do not count on a public guide.
  • Tigo Business / TigoUNE. Fixed services are provided by UNE EPM, with a shared brand. The product is called "Troncal SIP en la nube" and is described as connecting your own PBX, cloud PBX or contact centre to the public network "without physical links", live "in days". Of the four incumbents this is the most likely candidate for delivery over the internet — but there is no host, port or codec information on the website, and historically UNE and Tigo set the trunk up the same way, on their own link. The only way to check is to ask the account manager.

Providers that issue parameters on connection#

ColombiaRED, Línea S.A.S., Colombia Systems, Enruta.co, IFX Networks

These providers do have (or advertise) a trunk for your own PBX, but the server address, port, authorisation mode and credentials arrive after the contract. The minimum you need to obtain is in «What to ask the provider»: the server address, port, transport, authorisation mode, codecs and the format of the number on inbound calls. Ask specifically for a "troncal SIP para central propia", not the operator's cloud PBX: that one has no trunk to the outside.

  • ColombiaRED. A VoIP provider from Bogotá with its own infrastructure in Colombia; it claims compatibility with Asterisk, FreePBX, 3CX, Avaya, Cisco and Grandstream, numbers in Bogotá, Medellín, Cali and Barranquilla, availability above 99.5 %, billing per concurrent channel and PBX configuration "in less than 24 hours". There is not a single technical parameter on the website — the mode and host are learned on a trial trunk.
  • Línea S.A.S. An operator from Medellín: "troncales SIP" as virtual lines with concurrent calls to local, national, mobile and international destinations, with a free trial promised. A business-card website: no tariffs, no technical documentation, contact through a form and a messenger.
  • Colombia Systems. A reseller and integrator from Bogotá: "Troncal SIP / Números virtuales DID" for COP 45,000 + IVA a month, numbers in Bogotá, Cali, mobile numbers and other cities, several concurrent calls per number; the same catalogue also sells net2phone separately. The actual parameters depend on whose trunk is behind the listing — ask about that straight away, as you may well receive the same net2phone account and be able to use the section above.
  • Enruta.co. VoIP for contact centres; the trunk is advertised as ready parameters to paste into an Asterisk configuration. The page did not return its text to our network, so we have no details — check with the provider.
  • IFX Networks Colombia. A large corporate provider headquartered in Bogotá. In the public 2026 catalogue voice is sold only inside their own platform — UCaaS and contact centre; there is no separate "trunk for your PBX" and the IP telephony page returns a 404. It cannot be treated as a source of a number without talking to an account manager first.

International providers with Colombian numbers#

Colombian numbers are sold by Twilio, Telnyx, DIDWW and DIDLogic; the Twilio and Telnyx cards are already in the catalogue when adding a provider — the server address and mode are filled in for you. There is no Colombian specificity in their parameters; it is all in the paperwork for the number.

  • Twilio — the strictest checks. A Colombian landline number requires an address inside the area of that number's code (a PO box is not accepted) plus a document proving identity or business registration. For a toll-free +571800 number the address may be anywhere in the world.
  • Telnyx — more relaxed about the address. For both landline and toll-free Colombian numbers an address in any country is enough, along with documents: a passport or ID for an individual, a certificate of incorporation for a company.
  • DIDWW. Colombia is in their coverage: landline, mobile and toll-free numbers are sold with the note that service registration is not required (for international toll-free UIFN numbers it is). They do not offer Colombian national or shared-cost numbers.
  • DIDLogic lists Colombian virtual numbers on its coverage page; check the number types and the list of documents in the portal.
  • netelip (Spain) runs the Latin American platform sip-am.netelip.com and markets a trunk for Colombian companies; confirm the availability of actual Colombian numbers when ordering.
  • Emergency 123 does not work through an international provider. For a venue with a dining room that is an argument for a local operator.

Number porting#

  • Portability works for both fixed and mobile numbers. The application is filed by the receiving operator at your request — nothing has to be filed with the donor.
  • Resolución CRC 7151 de 2023 simplified the procedure: applications are accepted online, with no visit to an office. Check the timescales and the list of documents with the receiving operator — the figures published in secondary reviews disagree.
  • A number in an individual's name is possible with local VoIP providers (a prepaid account with no contract), whereas telecoms operators sign the contract on a company's NIT.
  • ⚠️ Changing the PBX's public address breaks a trunk with IP authorisation — and in Colombia that is the main mode with the incumbents and one of the two with net2phone. When the dedicated machine is recreated, give the provider the new address in advance, otherwise the trunk dies silently.
  • ⚠️ Porting does not save you from the "private link" problem. If the number is ported to an operator that delivers the trunk only over its own link, nothing changes for a cloud PBX — first find out the delivery mode, then port.

Rules and paperwork#

Licences and RUTIC, paperwork for a number, calling windows under Ley 2300, call recording, caller ID
  • The venue needs no licence. Colombia operates a habilitación general regime (Ley 1341 de 2009 as amended by Ley 1978 de 2019): an operator is whoever is entered in the Registro Único de TIC of the MinTIC ministry. You are buying the service — it is your provider that is on the register. Numbering is allocated by the CRC under Resolución CRC 5050 de 2016, and number blocks are issued only to operators.
  • Paperwork for a number. We found no single statutory "telephone KYC"; in practice local providers invoice a company or sole trader with a NIT and ask for a Cámara de Comercio extract and the representative's document. International aggregators have formalised, and differing, requirements: Twilio demands an address inside the number's code area, Telnyx and DIDWW do not (see the section above).
  • A foreign company can buy a Colombian number — from an international aggregator, or from a local provider if there is a local legal entity; telecoms operators sign on a NIT.
  • Outbound commercial calling — Ley 2300 de 2023 ("Dejen de fregar", in force since 10 October 2023): one contact per day through one channel during the week, windows Mon–Fri 07:00–19:00 and Sat 08:00–15:00, Sundays and public holidays prohibited; other hours only with the consumer's separate written consent, not a clause in the main contract. Supervision is by the SIC. Plan reminders and call campaigns within those windows.
  • Call recording and personal data — Ley 1581 de 2012 (habeas data) and Decreto 1377 de 2013, supervised by the SIC: processing on the basis of consent, with a stated purpose and notice to the person. The practice is the same as in Europe: warn with a phrase at the start of the call; the voice recording notice is enabled in the location settings.
  • You may only display your own numbers. We found no separate anti-spoofing rule at regulation level, but providers only send out the numbers on the contract: net2phone defaults to the account's header ANI, and additional numbers are communicated separately.
  • Emergency calls. 123 works with local operators and does not work through a number from an international aggregator. Keep a mobile phone on shift: if the internet goes down, a cloud PBX will not place an emergency call either.

If it does not work#

  1. net2phone is registered but inbound calls do not arrive. Calls come from provider addresses other than the outbound proxy (169.132.196.33/.44, 206.20.196.19/.34). Add a second trunk with the address quoted at activation, or ask net2phone to send calls from the same host as the proxy.
  2. The call connects but there is silence one way or both. Almost always the codec: G.729 is the default at net2phone and at some local providers, while the PBX understands G.711 and G.722. Ask for G.711 a-law to be put first.
  3. The operator gave you an address like 10.x.x.x. That is a trunk on their access link — unreachable from the cloud in principle. Either switch to a provider that delivers over the internet, or put a PBX on the venue's premises.
  4. Claro is suddenly down to four channels. G.729 is enabled in the codec set — with them that directly reduces the number of trunk channels. Leave only G.711 A and G.711 u.
  5. Some destinations fail with ETB. The operator requires the customer's IP address in the From header; ours carries the provider's host and this cannot be configured from the interface.
  6. Inbound calls do not match a line and the route was written from an old guide. Check the area code: Bogotá is 601, not 1 — everything written before December 2021 uses the old scheme.
  7. A call to the second number follows the first number's scenario. The last seven digits match, and in Colombia the subscriber part is exactly seven digits — the city code takes no part in the line lookup. Separate the numbers by their endings or handle both with a single routing rule.
  8. It worked and stopped after the PBX was recreated. With the incumbents and in net2phone's IP mode authorisation is by address: the new address has to be given to the provider.
  9. Outbound calls stopped suddenly while inbound still arrive. With prepaid providers (VOIP MUNDO, VoipRed) that is an exhausted balance.

Causes that do not depend on the country are in «If calls do not go through»; network and codec requirements are in «Network and compatibility»; the address and port can be checked with the «Test connection» button.

Frequently asked questions#

Which provider should I start with if I do not have a number yet?#

With net2phone Colombia: it is the only provider in the country with an open guide and known parameters, and you can pick either mode — registration or IP authorisation. If you want something cheaper and faster, look at the local VoIP providers: LinkedIP with published tariffs, or VoipRed and VOIP MUNDO with prepaid billing and same-day activation.

The venue already has internet and telephony from Claro (ETB). Can we take a trunk from them?#

Most likely not — at least not into a cloud PBX. Their "troncal SIP" arrives on the operator's access link and lives on a private 10.x.x.x address with no registration: only a server on the premises, with that operator's link, can connect to it. Ask the account manager directly whether they deliver the trunk over the internet to a static public address. If not, it is better to port the number to a provider that does.

Does the venue need a telecoms operator licence?#

No. Colombia operates a habilitación general regime: the MinTIC register lists whoever sells communications services, and you are buying them. Local operators do, however, sign the contract with a company that has a NIT, and they usually ask for a Cámara de Comercio extract too.

Why do providers' guides say Bogotá is "1" and not "601"?#

Because they were written before the dialling reform. Since 1 December 2021 a landline number is dialled as 60 + area code + 7 digits, and the old Bogotá code 1 became 601. Routes and outbound rules copied from such manuals do not work — verify the format on the first real call.

Can we call guests on a Sunday?#

No. Ley 2300 de 2023 allows commercial contact only Mon–Fri 07:00–19:00 and Sat 08:00–15:00, no more than once a day through one channel during the week; Sundays and public holidays are excluded. Other hours require the person's separate written consent.

How can we take calls on a Colombian number if the company is not registered in Colombia?#

Through an international provider — Telnyx and DIDWW accept an address in any country, while Twilio requires an address inside the number's code area for a landline number. Bear in mind that emergency 123 does not work through such a number, and local operators will not issue a number to a foreign company without a NIT.
