Dominican Republic: SIP providers and connecting a number to your PBX
We do not issue numbers: the venue buys a Dominican number from a local carrier or from an international service and brings it into its own PBX. The steps that are the same everywhere — trunk modes, form fields, network and the connectivity check — are in the overview "Connecting a provider's number to your PBX"; this page covers only the Dominican part, and its defining feature is how the big carriers deliver a trunk.
The data was collected on 9 September 2026 from INDOTEL documents, carrier pages and published equipment configurations; links are in the "Sources" section.
In brief#
- A local
+1 809 / 829 / 849number is sold by a licensed Dominican carrier — the official INDOTEL register lists 22 of them. The contract is signed with a local legal entity holding an RNC (tax number). - The country's main pitfall is how the two largest carriers deliver the trunk. Claro and Altice hand over the SIP trunk over their own last mile: a separate VLAN or VPN into their network, with a SIP host from private addressing. Your dedicated PBX lives in the cloud and cannot reach a carrier's private network — this is not a matter of settings.
- Start with ONEMAX. It is the only local carrier that states outright that the trunk is delivered "100% virtual" and is meant for the customer's IP PBX "en sus premisas o en la nube". It hands out the settings (host, login, password) at provisioning time; there is no public page with them.
- The fast start and the test path is an international provider with a Dominican number: Telnyx, DIDWW, Zadarma, netelip, AstraQom, Twilio. The number is bought online and the trunk runs over the public internet — exactly our model. The fork for a foreign owner: Telnyx accepts an address in any country, Twilio requires an address inside the Dominican Republic.
- The subscriber part of the number is exactly seven digits, and that is how many the PBX compares in "Lines". But
809,829and849are an overlay across the whole country, so809-555-1234and829-555-1234collapse into a single line: take several numbers within one area code or watch the endings. - An emergency
911call through a cloud PBX on a foreign DID is not guaranteed — keep a mobile phone on the shift.
Numbers in the country#
The Dominican Republic is part of the NANP: country code +1, three area codes — 809 (the original one), 829 (overlaid on the whole country in 2005) and 849 (2009–2010). It is an overlay: all three cover the same territory, there is no geography behind them.

- Inside the country all 10 digits are dialled — "El formato del número local será de diez (10) dígitos"; there is no leading "0" before the area code.
- International dialling out of the Dominican Republic is
011+ country code + number, not00as in Europe. Keep that in mind if you configure an outbound rule with a prefix. - Our seven-digit tail matches
NXX XXXXexactly — both the international and the national format are parsed the same way. The price for that is the collision risk between overlay codes (see "In brief"). - How the provider sends the number in an inbound call is not documented publicly by local carriers — ask at provisioning. With netelip the user part carries the account login, not the number (see its card below).

The cards are below. For providers without a table the server address, port and mode are disclosed after the contract is signed; the full list of what to ask is in "What to ask your provider".
ONEMAX#
A Dominican carrier working with businesses only ("los servicios que brindamos son exclusivos para negocios y empresas en general"); in the INDOTEL register it holds authorisations 027-05, 019-07 and 127-2021; the office is in Zona Industrial de Herrera, Santo Domingo, phone 809-530-6242, with two of its own data centres in the country.
Why it is the country's first candidate. It is the only local carrier that describes our exact scenario: "Los troncales SIP de ONEMAX pueden ser instalados a través de un enlace de fibra óptica o enlace de radio en su localidad, o ser entregados de forma 100 % virtual para ser utilizados en su IP PBX en sus premisas o en la nube". The FAQ repeats the same condition: "Troncal Virtual … pueden ser utilizados desde cualquier parte del país, o fuera del país, siempre que se cuente con acceso a Internet" — all you need is an IP PBX and internet access.
How to get it. Through a consultant (the form on the site or the ONECARE portal). The monthly fee is based on the number of concurrent sessions plus the chosen minute bundle; above that quota there are "ráfagas" — extra best-effort sessions. Per-minute rates are published (for example RD$ 0.95 per minute to landlines in Santo Domingo, the USA, Puerto Rico and Canada). Numbers are their own DIDs and "líneas especiales", and an existing number can be ported in.
There are no public settings: the SIP host, login and password are sent by email at provisioning (checked on 09.09.2026), which is why there is no "What to enter in the admin panel" table for ONEMAX here — fill the form with the values from that email.
What to ask the account manager before signing (on top of the usual list):
- You are ordering a virtual SIP trunk specifically, with the PBX in the cloud (AWS or Yandex Cloud), not inside their network.
- The authorisation mode: REGISTER or by IP. If by IP — hand over the static address of your PBX from the "Server" tab.
- Codecs in writing: G.711 a-law or u-law — the PBX speaks G.711 and G.722 and has no G.729.
- The number of sessions and the minute bundle; how "ráfagas" are billed.
- What arrives in the user part of an inbound call — the number or the login.
Pitfalls ⚠️ The service is for companies with an RNC only. To port a number in, ONEMAX requires the service to be active, registered to the same name and the same RNC, and free of debt. And do not mix up the products: "Central Virtual", PBXONE and Teams Connect are their own PBX, while what you need is the SIP Trunk.

Claro Dominicana#
The country's largest carrier (América Móvil group, historically Codetel). Its business product is "Troncal Virtual" (IP Trunking): "servicio diseñado para atender las necesidades de los negocios que cuentan con Centrales Telefónicas y desean utilizar la tecnología de voz sobre IP". Typical market bundles are 6, 24 and 48 concurrent sessions.
How it is delivered — this is the key part. Not over the internet: the carrier installs a Cisco 800 router at the customer's site, brings up a VPN into its own network and issues a SIP host from a private range; the PBX needs a second network card and static routes. The same picture is visible in the published configuration of the gateway of the Dominican Supreme Court: the physical interface and VLAN 100 are labelled "Conexion SIP TRUNK CLARO".

⚠️ This table only works for a PBX on the venue's premises. The form will accept these values, but packets from the cloud will never reach Claro's private network, and the carrier expects them from the address it issued inside its own addressing. For a cloud PBX the Claro trunk "as sold" is not suitable.
What to arrange with the provider. The first question is whether they have an option to deliver the trunk over the public internet to the customer's IP ("¿entrega por Internet a IP público?"). No such option appears in their public materials. If the answer is no, the only workable scenario with Claro is to keep a PBX or a gateway at the venue itself on a Claro line and register that gateway with your PBX as an ordinary extension.
Pitfalls ⚠️ Private addressing plus a VPN is an immediate "no" for a cloud PBX. Two default gateways on one machine (internet plus the Claro network) is the classic breakage among local integrators. The only codec seen in live configurations is ulaw; it suits us, but G.722 is not promised. DTMF is RFC 2833. The outbound caller ID is replaced with the trunk's number. And keep in mind: Claro has no page with parameters at all — everything known was extracted by integrators from working installations.

Altice Dominicana#
The country's second fixed-line carrier (it absorbed Tricom and Orange Dominicana); the product is "SIP Trunking" in the "Soluciones de voz fija" section for the Negocios segment. The product page is rendered by a script: the source HTML contains only the header, with no terms or parameters on it (checked on 09.09.2026), and there is no public price list for the trunk either.
What is known about the mechanics. In the officially published configuration of a Cisco ISR4321 gateway of the Dominican Supreme Court (July 2023) the subinterface GigabitEthernet0/0/0.7 is labelled "Sip Trunk Altice", and the carrier profile contains registrar … expires 3600 together with authentication username … password …. So the Altice trunk works with registration using a login and a password rather than by IP — but in that known installation the registering equipment sat on Altice's own access line.

What to arrange with the provider. (1) Ask directly whether the trunk may register from a third-party public IP — our PBX is in the cloud, not on their access line. (2) Request alaw or ulaw in writing: Altice does not publish its codecs. (3) Point the purchased DIDs at this trunk. (4) Clarify the number format in inbound calls.
Pitfalls ⚠️ Everything known comes from someone else's configuration, officially published as it may be: the carrier does not publish its own parameters. The trunk has historically been sold "bundled" with the Altice line, so the cloud question has to be asked before the contract. That same configuration enables sending the number in the P-Asserted-Identity header — if the carrier requires it, the "Display as" field alone will not work: that mode is enabled on the server side, so write to support.

netelip#
A Spanish IP carrier with regional storefronts; República Dominicana is present in its country selector. The "SIP Trunking" service is free to set up, supports "interconnection using registration (for dynamic IP) or fixed IP" and provides 30 inbound plus 30 outbound concurrent channels. This is the only provider on this page whose parameters come from the carrier's own official manual rather than from third-party installations.

⚠️ The main limitation. An inbound call arrives addressed to the account login, not to the number: in the official manual inbound calls are matched by the SIP user name. That means matching a line by the last seven digits will not work — the call is accepted and goes into routing as "a call from this provider", but the PBX cannot tell which DID was dialled. If you need a "number → its own routing" scenario, set up one trunk per number.
What to arrange with the provider. Create an account and enable the free SIP Trunking → buy a Dominican number (a scan of the account holder's document is requested when buying numbering) → for the "fixed IP" option, add your PBX address to "Restricciones por IP" → ask support what arrives in the user part of inbound calls.
Pitfalls ⚠️ The official manual allows a single codec — alaw (G.711a); that is enough for us, but the carrier does not promise G.722. Confirm the availability and the price of Dominican numbers in the customer portal before paying: the international numbering page was unavailable on 09.09.2026, and República Dominicana is only visible in the site's country selector.

Providers whose settings come with the contract#
AstraQom, Viva, Wind Telecom and the small INDOTEL authorisation holders
- AstraQom — an international provider with a dedicated Dominican storefront: SIP trunks "for any PBX or contact center", geo-redundant SBCs, support for Asterisk, FreePBX and 3CX. Unusually for this market, prices are published: STARTER $10 per month (1 number, 100 minutes, 2 concurrent calls), CORPORATE $24, DELUXE $38; an extra number is $4.75 per month, setup is $3.80. Cities are Santo Domingo, Santiago, La Romana, La Vega, Moca, San Cristóbal and San Pedro de Macorís, area codes
809/829/849; activation takes 1–3 business days, and "numbers needing local KYC can take a little longer". There is no technical documentation: the SBC address, the authorisation mode and the codecs are issued in the customer portal after ordering — ask for the whole list from "What to ask your provider" and check whether local document checks will be required before paying. - Viva (Trilogy Dominicana) — the third mobile carrier (Telemicro group), INDOTEL authorisations 037-07, 029-08 and 071-08. For businesses it sells "Planes PYMES": mobile service, internet and fixed telephony. There is no "SIP trunk for a third-party PBX" product on the site (checked on 09.09.2026); regionally, mobile carriers often do have corporate SIP "on request", so put the question to Viva Empresas (
809-503-1000) in writing and get the answer in writing too. - Wind Telecom — a carrier with a "100 % IP" network (LTE, microwave, fibre), authorisations 096-07, 267-07, 090-17 and 101-18, phone
829-946-3000. Its corporate catalogue covers access, MPLS, cloud, cybersecurity and colocation; there is no voice product for an external PBX in it, and the "Voz" section is about home telephony. Phrase the request as "troncal SIP hacia PBX externa, entrega por Internet"; ask about numbering along the way — Wind does hold its own NXX ranges. Expect a counter-offer of "our line plus our PBX" instead of a trunk. - Small authorisation holders — twelve companies from the INDOTEL "Sujetos Regulados — Telefónicas" register with valid authorisations: Telecom International, Advanced Voip Telecom, Tekcom Dominicana, Mundo 1 Telecom, Estrela Telecom, GB Telecorp Dominicana, BW Telecom, Puntocall Lora Communications, DR Pronto Telecommunications, Ozymandias Company, CHT Holdings Dominicana and Corporación de Comunicaciones y Telefonía Turística Juanillo. None of them has a public page with a "SIP trunk" product, so take names and phone numbers from the register itself. This is the next step if Claro and Altice refuse the cloud scenario and an international DID does not fit. ⚠️ A small carrier will happily sell "terminación" — outbound only, with no inbound numbering; a venue needs a DID. And check the seller's status in the register before paying.
International providers with Dominican numbers#
Every large international service sells Dominican numbers, and their trunks run over the public internet — that is, they work with a cloud PBX with no reservations. The Telnyx, Twilio and Zadarma cards are already in the catalogue when adding a provider: the server address and the mode are filled in for you, and the Dominican specifics are all in the paperwork for the number.
- Telnyx — Dominican numbers are on sale, priced from $1 per month. Documents: name and contact phone, a copy of a passport or ID for an individual, the company name and a certificate of incorporation for a legal entity; the address may be anywhere in the world, a Dominican one is not required. For a foreign venue owner this is the simplest route.
- Twilio Elastic SIP Trunking — local Dominican numbers require an address inside the country and a document proving it: an ID with a local address, a utility bill, a tax notice, a lease agreement or a property title. For toll-free numbers the address may be anywhere.
- DIDWW — the Dominican Republic is in the coverage list (93 countries); the modes are a static endpoint or dynamic registration.
- Zadarma — Dominican numbers are in its number tariffs; check the specific city in the customer portal before ordering.
- Sonetel — its help centre has a Dominican virtual number page; check separately whether such a number can be delivered into a SIP trunk rather than only forwarded.
- netelip and AstraQom — also international, but with a dedicated Dominican storefront, so they are covered by the cards above.
- Common to all of them. In outbound calls you may only present your own number from the same provider. An emergency
911call over a foreign DID is not guaranteed. The "localness" of the number is identical across the three codes:809,829and849all read as Dominican.
Number porting#
- Porting has been available since 30 September 2009; the rules are the "Reglamento General de Portabilidad Numérica" (Res. 015-15 as amended by Res. 078-19), and the execution window has been cut to 48 hours.
- The request is filed with the receiving carrier (empresa receptora). A business customer needs a completed porting form and a letter signed by a company officer; the number must be active and all obligations to the previous carrier settled.
- The details must match. ONEMAX states outright that the service has to be registered to the same name and the same RNC and be free of debt. This is a standard market requirement: a number issued to a private individual cannot simply be moved to a company.
- What breaks during a port: emergency calling and everything that was tied to the number at the previous carrier — voice menus, SMS routing. Port the number only after the trunk has been verified on a test DID.
- Porting a Dominican number to an international provider (Telnyx, DIDWW, Twilio) is not described publicly by any of them — plan on a new number rather than a port.
- ⚠️ Changing the public address of the PBX breaks an IP-authorised trunk. When the dedicated machine is recreated, give the provider the new address in advance or the trunk will die silently.
Rules and paperwork#
INDOTEL licensing, RNC and KYC, foreign companies, call recording, the upcoming reform
- The law is Ley General de Telecomunicaciones núm. 153-98, and the regulator is INDOTEL. Providing public telecom services to third parties requires a concesión. A venue does not need one: the licence is for whoever sells connectivity, while you buy the number and the trunk from a licensed carrier. Your PBX is the company's internal telephony: extensions, a greeting, a queue, recording and call analysis.
- Check the seller against the register. INDOTEL publishes the "Sujetos Regulados — Telefónicas" list marked "Este listado solo incluye empresas autorizadas operando" — 22 active carriers, including Claro (Compañía Dominicana de Teléfonos), Altice Dominicana, Trilogy Dominicana (Viva), Wind Telecom and Onemax. That is the ready answer to "is this seller even legal".
- KYC for a number. The "Norma de contratación y activación de servicios" (Res. 070-19 as amended by 102-2020, 036-2022 and 054-2023) requires the carrier to register and verify the subscriber's identity: a cédula de identidad, a passport or a carné de residencia; for legal entities, an RNC together with the trade name.
- A foreign company. A contract with a Dominican carrier is signed with a local company holding an RNC. Without one there is a single practical route — an international provider with a Dominican DID, where Telnyx accepts an address in any country while Twilio asks for a verified address in the Dominican Republic.
- Caller ID. The regulator has no dedicated anti-spoofing rule, but in practice a carrier only accepts numbers from the group issued to you in outbound calls. Our PBX does not send the number in the
P-Asserted-Identityheader, so keep a number from your contract in the "Display as" field. - Call recording. There is no telephony-specific rule — Ley núm. 172-13 on personal data protection applies, with its consent principle and the duty of confidentiality. Market practice is to announce recording at the start of a call; the voice announcement is enabled in the location settings.
- A reform is coming. On 3 September 2026 INDOTEL put a draft of a new telecommunications law out for public consultation — the authorisation regime and the VoIP rules may change; check the current wording before a large contract.
If it does not work#
- A Claro trunk (or an Altice one on their own access line) was configured straight into the cloud PBX — and it is silent. That is expected: the traffic runs over the carrier's private network with private addressing and never reaches the cloud. The way out is either a carrier that delivers the trunk over the internet (ONEMAX, the international ones) or a PBX or gateway on the venue's premises registered with your PBX as an extension.
- Altice: the trunk will not register from a cloud address. Registration from a third-party public IP has to be agreed separately — in the known installation the equipment sat on the carrier's own access line. Ask before signing.
- An outbound call leaves with the wrong number or is rejected. The carrier only accepts numbers from your contract; Altice, judging by its customer's configuration, may expect the number in the
P-Asserted-Identityheader — that mode is enabled on the server side, so write to support. - A call to the second number follows the first number's scenario. The
809,829and849codes are overlaid across the whole country, while a line is matched by the last seven digits: numbers with the same tail collapse into one line. Separate them by ending or handle them with a single rule. - netelip: the call arrives but the line is not identified. The provider sends the account login instead of the number in inbound calls. The fix is "one trunk per number".
- The carrier offers G.729 "to save bandwidth". That is a refusal: the PBX speaks G.711 a-law, u-law and G.722. Ask for G.711 in writing — local carriers do not publish their codecs.
- The number was bought from a small carrier and no inbound calls arrive. Check that you were sold a DID and not just "terminación" — an outbound direction with no inbound numbering.

Frequently asked questions#
Can a Claro trunk be connected straight into a cloud PBX?#
No. Claro delivers "Troncal Virtual" over its own last mile: a router at the customer's site, a VPN into the carrier's network and a SIP host from private addressing — 172.19.38.90 and 172.31.21.1 in the analysed installations. A cloud PBX will never receive those packets, whatever the settings. The workable options are a carrier that delivers the trunk over the internet, or a gateway at the venue that registers with your PBX.
Do I need a Dominican legal entity to get a number?#
For a local carrier, yes: the contract is signed with a company holding an RNC, and the INDOTEL rule obliges the carrier to verify the subscriber's documents. Without an RNC there is a single route — an international provider with a Dominican DID: Telnyx accepts an address in any country, Twilio will require a verified address inside the Dominican Republic.
Who will give me a working trunk fastest?#
An international DID — hours plus the document check. ONEMAX — days or weeks: the contract, the RNC, agreeing the sessions. Claro and Altice — weeks and most likely a refusal for the cloud scenario. A sensible order is to launch on an international number while negotiating with a local carrier in parallel.
Will a 911 call go through our number?#
Do not count on it. Through a cloud PBX with an international provider's number an emergency call is not guaranteed, and the routing depends on where the PBX physically sits. Warn the staff: 911 is dialled from a mobile phone.
Why did two of the venue's numbers end up on one line?#
Because the 809, 829 and 849 codes cover the whole country while the PBX compares the last seven digits — the NXX XXXX subscriber part. If you have 809-555-1234 and 829-555-1234, the tail is the same as far as the PBX is concerned. Take numbers within one area code or check the endings when ordering.
