Paraguay: SIP providers and connecting a number to the PBX
We do not issue numbers: the venue buys a Paraguayan number from a carrier or from a virtual telephony service and brings it into its own PBX as a trunk. Everything that is the same in any country — trunk modes, form fields, network requirements and the connectivity test — is described in the overview «Connecting a provider's number to the PBX». This page covers the Paraguayan part only: where to get the number, what to enter in the admin panel and what people trip over in this country.
The data was collected on 9–10 September 2026 from the carrier's own documentation and from the registers published by the regulator CONATEL; the links are in the «Sources» section.
In brief#
- There is exactly one source of landline numbers in the country — COPACO. Fixed-line telephony in Paraguay is provided under a concession, and the CONATEL «Servicio Básico» register as of 8 September 2026 holds a single entry: Compañía Paraguaya de Comunicaciones S.A. Neither Tigo, nor Personal, nor Claro, nor VOX sells a
+595 21…landline number — their licences cover mobile service. - And this is a rare convenient case. COPACO has a mass-market retail product, «Línea IP» / «I-PLUS» — an ordinary SIP account with a login and a password — and the carrier itself publishes instructions for connecting a customer's PBX. The mode is exactly ours: registration to
201.217.53.225, port5060/UDP, G.711 a-law/u-law codecs. No VPN, no IP allowlist and no equipment on the premises are required. - The main local trap is the number of sessions. The basic «Línea SIP Común» is one simultaneous call: the second caller gets a busy tone. A venue needs the I-PLUS plan (three sessions) or several lines.
- The second trap is paperwork, not technology. COPACO activates a line against Paraguayan documents tied to the premises: RUC, certified copies of the articles of association and of the minutes of the latest meeting, the title deed or the lease for the premises, and an ANDE or ESSAP utility bill carrying its cadastral account. A foreign company with no local entity and no local address will not get a line.
- The corporate «Troncal IP» does not reach a cloud PBX — it arrives inside an encrypted tunnel to COPACO's network that terminates on a box installed at the venue.
- The quick way in without a Paraguayan entity is a local Asunción DID
+595 21from DIDWW, Telnyx or Zadarma: it arrives as ordinary SIP from abroad. The price of that speed is that emergency calling and number portability do not work on such a number.
Numbers in the country#
- The country code is +595. The national prefix is 0, the international one is 00 (when a long-distance carrier is selected, you dial
00+ the carrier code + the number). - Landline numbers in Asunción and Greater Asunción: area code
21+ 7 subscriber digits, the national significant number being exactly 9 digits. Inside the country you dial021 XXX XXXX, in international format it is+595 21 XXX XXXX. The whole range belongs to COPACO. - In the interior the codes are shorter and so is the subscriber number: Ciudad del Este
061, Encarnación071, then three- and four-digit codes of towns and colonies; the subscriber part there is 6 digits. - Mobile numbers are 9 digits in the form
09XX XXXXXX; in international format the leading zero is dropped:+595 9XX XXX XXX. Mobile portability has been in force since 2012, so the09XXprefix no longer tells you which carrier a number belongs to — do not route by it. - There is a separate range for IP telephony —
8+ 8 digits. It exists in the numbering plan, but there is no public list of who holds the blocks: if a provider offers you a number starting with8, ask what service it is and whether calls from mobiles reach it. - Special ranges:
0800 ABCDEF— toll-free for the caller,0600 ABC— internet access,90A BCDE— premium-rate audiotext. - Emergency numbers:
911— National Police,132— volunteer fire brigade,141— out-of-hospital ambulance (dialled as021 141from a mobile). - In «Lines» the number is entered exactly as the provider issued it: the PBX matches the last seven digits. For Asunción that is precisely the subscriber number, so the match is exact; for interior numbers the last digit of the area code falls into that tail — if the venue has two numbers from different zones with similar tails, split the lines by something other than the number.

COPACO — Línea IP / I-PLUS#
The basic IP telephony service of the country's only fixed-line concession holder: the line works with a softphone, with an IP phone, with an analogue set through an adapter — and, per the instructions the carrier publishes itself, with a customer PBX running Asterisk. Calls go between IP lines, into the COPACO network, to mobile carriers and abroad. The I-PLUS plan is the same line but with three simultaneous sessions, «ideal para pequeñas y medianas empresas», plans from Gs. 150,000 with a Gs. 50,000 balance. The ordinary «Línea SIP Común» gives one session.
How to get it. An application to COPACO plus the document pack (see «Rules and paperwork»). The SIP password is issued by the carrier; it can be reset from the form on the telefoniaip.copaco.com.py portal — you enter the number and an email address and a confirmation letter follows.

What to set up on the provider's side: essentially nothing — the line registers the same way from a phone, from a softphone or from our PBX, and the carrier does not need to know our address. Three things are worth checking: whether the plan you ordered carries enough sessions (I-PLUS if more than one call at a time is possible), which node support says your particular number range registers to, and how they hand over the password after a reset. Then use «Test connectivity», then «Lines» and «Outbound», where «Show as» takes the same line number: the account is bound to the number, and COPACO does not offer an arbitrary caller ID.
Pitfalls ⚠️
- One session on the basic line. The most common launch mistake: the venue takes the cheap «Línea SIP Común» and the second caller gets a busy tone. You need I-PLUS or additional lines.
- The login is an address, not a number. The «Login» field takes the entire string
+59521XXXXXXX@copaco.com.py; without the domain the registration fails — equally on phones, gateways and PBXs. - The registration node may be a different one. The official instructions know a single address,
201.217.53.225, but for part of the number ranges the carrier uses a second node. If registration does not come up, ask COPACO support for the address instead of guessing. - The domain in the
Fromheader. The carrier expectscopaco.com.pythere, while our PBX puts the trunk's SIP host into it: entering an IP address sends that IP inFrom. If inbound calls work but outbound ones are rejected, entercopaco.com.pyas the host. - Touch-tone dialling. On some COPACO numbers DTMF arrives inside the audio stream, whereas the PBX listens for RFC 2833/4733 — a voice menu on such a number may not register key presses. Test it on your own line before you build an IVR on it.
- Do not filter inbound UDP by source port: the carrier's node sends audio from a wide port range, while our PBX receives media on UDP 10000–20000 and answers symmetrically.
- The carrier's site has moved and the product pages on
copaco.com.pyreturn 404. The one live primary source on IP telephony istelefoniaip.copaco.com.py; Línea IP tariffs are not published there, so ask for a quotation when ordering.

COPACO — Troncal IP#
The same carrier's corporate trunk: «una conexión entre una Central IP/PBX del CLIENTE y la red de COPACO S.A., por medio de un equipo concentrador mediante técnicas de encriptación utilizando el proveedor de internet del cliente». The number of sessions is programmed on the COPACO side and the direction may be inbound only, outbound only or both; the carrier publishes a list of tested PBXs — Cisco, NEC, Xorcom, Panasonic, Avaya, Grandstream, iPECS, Alcatel and Elastix.
There is deliberately no «what to enter» table here: as published, this service does not serve our cloud PBX. The trunk does not arrive over the ordinary internet but inside an encrypted tunnel to the carrier's network, terminated by a concentrator at the venue, whereas our dedicated PBX lives in the cloud. The host, port, transport, authentication mode and codecs are not published — they are handed over at installation. There is no protocol obstacle as such: the list of tested PBXs includes Xorcom and Elastix, that is, the same Asterisk family.
When the service is useful anyway. If the venue already runs its own PBX on site, Troncal IP connects to that PBX, and the on-site PBX links to ours over a separate trunk — the gateway on the premises registers with us like an ordinary extension. Before ordering, put the first question to the account manager: is the trunk delivered over the public internet to our static address? The answer «solo por el concentrador» means the product is not suitable for the cloud. The full list of what to obtain from the carrier is in «What to ask the provider».
Pitfalls ⚠️ For every tested PBX except Cisco and Avaya the carrier notes that sending and receiving faxes over this trunk does not work.

Mobile carriers, local cloud PBX providers and the analogue line#
Tigo, Personal, Claro, VOX, Host.com.py, CITEL, Línea Baja and international storefronts
- Tigo Paraguay (TELECEL S.A.) — the largest mobile carrier, holding a PCS licence; it has no fixed-line concession and sells no landline numbers. The regional Tigo Business storefront advertises «Troncal SIP en la nube» and lists Paraguay among the countries of operation, but there is no country page for the product, and the
tigo.com.pysite is blocked from our networks by a filter. If a trunk is offered to you, ask the corporate department about the numbering, the authentication mode, the codecs (G.711 a-law or u-law is what we need) and the DID format — the list is in the overview. Do not take the regional Millicom price list for a Paraguayan one: the licences differ from country to country. - Personal Paraguay (NÚCLEO S.A.) — a mobile carrier of the Telecom group. As of September 2026 the «Personal Empresas» section covers contract mobile service, fibre, SD-WAN, cloud, IoT and security — there are no voice products for a third-party PBX. The practical scenario is a SIM in a GSM gateway with the gateway registering to our PBX.
- Claro Paraguay (AMX PARAGUAY S.A.) — the América Móvil mobile carrier. The «Claro Empresas» menu lists mobile plans, corporate internet, GPON, LAN-to-LAN, RPV, IoT and cloud; neither PBX telephony nor a SIP trunk. Claro does sell «Telefonía Troncal SIP» in Peru and Colombia — do not transfer that price list to Paraguay.
- VOX (HOLA PARAGUAY S.A.) — the fourth mobile carrier, part of the COPACO orbit. Its site only covers prepaid plans, bundles, the app and coverage; there is no corporate section.
- Host.com.py and CITEL S.R.L. — Paraguayan cloud PBX services (plans from Gs. 150,000 for one line to Gs. 320,000 for three with a voice menu). They are not a source of numbers and say so themselves: «no proveemos numeración o líneas IP… las Líneas IP deben ser gestionadas entre el contratante y Copaco S.A.». They are useful as installation contractors; CITEL works in Ciudad del Este and the Alto Paraná department.
- COPACO «Línea Baja» — the classic analogue line. It carries no SIP: it reaches our PBX only through an FXO or ATA gateway at the venue that registers with us as an extension. It makes sense where an IP line cannot be provisioned technically; it can also be issued to an individual.
- International «Paraguay SIP Trunking» storefronts. You will come across sites promising local numbers in several Paraguayan cities at once plus
800, «shared-cost» and mobile ranges. Such a set matches neither the CONATEL numbering plan nor the coverage of the real aggregators, which only have Asunción for Paraguay. Order nothing until you have the number type and the name of the underlying carrier in writing.
International providers with Paraguayan numbers#
For a venue without a Paraguayan RUC this is the only quick route: the number and the trunk are issued in the account within hours rather than weeks. Cards for the popular international providers are already in the catalogue when adding a provider — the server address and the mode are filled in for you.
- DIDWW — Paraguay is in coverage, the type is Local and the only code is Asunción
+595 21. Supported: inbound calls, local SIP trunking and international termination for outbound. Not supported: SMS in either direction, inbound fax, emergency calling and number porting. - Telnyx — Local and Toll-Free are available. Documents: for an individual — first name, last name, contact phone and a copy of an ID; for a company — the name, a contact phone and the certificate of incorporation; any address in the world is accepted, a Paraguayan one is not required. A toll-free number additionally needs a signed letter of intent no older than a month.
- Zadarma — a single city,
021Asunción: free setup, $68 a month, two lines (two simultaneous calls) included, more available for a fee. Inbound calls to the number are free, the number automatically becomes the caller ID for outbound calls, and activation takes minutes. - DIDLogic — for Paraguay the table lists national numbers and
800, without local codes, although the marketing copy speaks of a presence in Asunción. Confirm the number type before paying. - FlyNumber — an Asunción
595-21number for $99.95 that works with any SIP, but their Paraguayan numbers are inbound-only: outbound calling through them is not available. - What an international number cannot do.
911,132and141do not work through it, and it cannot be ported — you lose the number when you change supplier. For a venue that prints the number on its sign and in its menu that matters more than the per-minute price.
Porting a number#
- Only mobile numbers can be ported, and only between mobile carriers. Portability was introduced in 2012, runs in all-call-query mode and is mandatory for carriers; there is no portability for landline numbers in the country.
- The procedure (mobile). The application goes to the receiving carrier together with an ID document, and the transfer usually takes between one and three days; porting works between Tigo, Personal, Claro and VOX.
- A
021…landline number does not move when you change carrier — there is nobody to move it to: the country has a single fixed-line concession holder. The real «migration» scenario is to keep the line at COPACO and bring it into our PBX as a trunk rather than to look for a different holder of the number. - The line is tied to the premises. COPACO requires the title deed or the lease for the very premises where the service is switched on, plus a utility bill carrying its cadastral account. When a venue moves, keeping the number is a separate conversation with the carrier — plan it in advance.
- A local Asunción DID cannot be ported either (DIDWW states this outright), so you cannot «migrate» from one to COPACO and keep the number.
Rules and paperwork#
Licensing, the COPACO document pack, call recording, personal data, caller ID, emergency calls
- A venue needs no licence. Fixed-line telephony in Paraguay is a public service provided under a concession, while mobile service and value-added services run under licences; both are required from whoever sells communications. You are buying a line for yourself, and your PBX is the venue's internal telephony.
- The document pack for a COPACO line: a signed application on the standard form; for a company — a certified copy of the representative's ID and the documents evidencing their authority; certified copies of the articles of association or the deed of incorporation and of the minutes of the latest meeting; a certified copy of the RUC; a certified copy of the title deed or lease for the premises where the service is switched on; a copy of a utility bill (ANDE or ESSAP) carrying the cadastral account of those premises; no outstanding debt to the carrier; the signed contract and the accepted quotation.
- A foreign company without a local entity will not get a line — a RUC and documents for premises in Paraguay are required. That leaves an international DID.
- Call recording is a criminal matter. Article 144 of the Criminal Code («Lesión del derecho a la comunicación y la imagen») punishes with up to two years of imprisonment or a fine anyone who uses technical means to make available to a third party the words of another person that were not meant for them and were not spoken publicly; proceedings start on the victim's complaint. The practical conclusion: an announcement about recording at the start of the call is mandatory — enable it in the location settings.
- Personal data. Law 7593/2025 on the protection of personal data was promulgated in November 2025 with a two-year deferral: it takes full effect in November 2027. Use the time until then to put consents, the record of processing and the retention periods for call recordings in order.
- You may only show your own number. A COPACO account is bound to the line number, and the service provides no arbitrary caller ID. Fill the «Show as» field with your own line number.
- Emergency calls. There is no guarantee through a cloud PBX trunk, and through an international DID
911,132and141certainly do not work. For the floor staff that is an argument for keeping an ordinary phone with a SIM card at the counter.
If it does not work#
- Registration does not come up. Check the login: it is the whole address
+59521XXXXXXX@copaco.com.py, not the number. If the address is correct and there is still no registration, ask COPACO support which node serves your number range: the official instructions know201.217.53.225, but part of the ranges register to another server. The password is reset from the form on the carrier's portal. The path to the server is checked with the «Test connectivity» button. - The second caller gets a busy tone. That is not a fault but the plan: the basic «Línea SIP Común» gives one session. Move to I-PLUS (three sessions) or add lines.
- Inbound calls work, outbound ones are rejected. The carrier expects
copaco.com.pyin theFromdomain, while the PBX puts the trunk's SIP host there. Entercopaco.com.pyas the host instead of the IP address and try again. - The voice menu ignores key presses. On some COPACO numbers touch-tone digits travel inside the audio stream, whereas the PBX receives them as separate packets. Test this on your own line before you build order taking on an IVR.
- The call connects but there is silence one way or both. COPACO negotiates G.711 a-law, u-law and GSM — the first two are ours, so the cause is usually media filtering: the PBX receives audio on UDP 10000–20000 and answers symmetrically, so do not filter the inbound stream by source port.
- The trunk does not come up at all and the service is called «Troncal IP». That product arrives through a VPN concentrator at the customer's premises and does not serve a cloud PBX — you need «Línea IP» or a gateway at the venue.
- Emergency services cannot be reached through an international DID. That is expected: DIDWW states plainly that emergency calling is not supported for Paraguay.

Frequently asked questions#
Which provider should we start with if we have no number yet?#
With COPACO on the I-PLUS plan: it is the only source of a real Asunción landline number, and it connects with exactly six fields of our form. If you have no local entity, or you need a number today, take a local Asunción DID from Telnyx, DIDWW or Zadarma and apply for the COPACO line in parallel.
Will Tigo, Personal or Claro give us a landline number?#
No. All four mobile carriers in the country hold mobile licences and none of them has a fixed-line concession — the CONATEL register for that service holds a single entry, COPACO. Any promise of a «Paraguayan landline number» from another seller is either resale of COPACO numbering or a number from a foreign aggregator.
What is the difference between «Línea SIP Común» and I-PLUS?#
The number of simultaneous calls: one on the basic line, three on I-PLUS. For a venue with a queue, transfers and a voice menu one session is not enough — while a call is in progress everybody else gets a busy tone.
How long does connection take?#
Technically hours: obtain the account and fill in six fields. Organisationally weeks: collect the RUC, the articles of association, the lease and the utility bill, sign the contract with COPACO and accept the quotation. Through an international aggregator a number comes up in anything from a few minutes to a day.
Can we run a Paraguayan trunk without a dedicated PBX?#
No. Provider trunks only work on a dedicated server — it has a static address and its own configuration. A COPACO line does not require you to tell the carrier that address, but the dedicated server is still mandatory.
Does the venue need a telephony licence?#
No. A licence or a concession is required from whoever sells communications services to third parties. The venue buys a line for itself, and the PBX serves its own internal telephony — extensions, a voice menu, recording and call analysis.
