Bangladesh: SIP providers and connecting a number to your PBX
This page continues the general guide to connecting a provider's number to your PBX, which covers everything that is the same in any country: the two trunk modes, what to ask the operator, what to enter in the provider form, how to test the connection, how to add the number and routing and what the network must allow. Here — only what is specific to Bangladesh.
The data was collected on 10 September 2026 from the BTRC licensing guidelines for IPTSP, operators' own product pages and the public configuration notes of the SIPIX interconnect; links are in the "Sources" section.
In brief#
- A number with a trunk is sold by an IPTSP licence holder — an Internet Protocol Telephony Service Provider. There are dozens of them, and at least four describe a trunk to the customer's own PBX in plain words: Intercloud (Brilliant PBX brand), Agni Systems, Amber IT, BDCOM (KOTHA). Start with those.
- ⚠️ The country's main question is legal, not technical. The BTRC guidelines for the IPTSP licence (§12.2) require all international voice calls to be routed through licensed IGWs and ICXs and explicitly forbid the licensee from bypassing them; §12.3 allows direct routing only for domestic calls within the operator's own network. Our PBX sits in a foreign cloud, so a call from Dhaka that reaches it is an international leg. Before ordering the service, get a written answer from the provider on whether it is lawful to point your trunk at a foreign static IP.
- No Bangladeshi operator publishes trunk parameters. No host, no port, no transport, no authorisation mode, no codecs — everything is handed over at provisioning. You cannot plan the setup in advance; you can only know in advance what to ask.
- Good news about audio. The national convention is G.711 a-law/u-law: exactly what the SIPIX interconnect at BDIX requires from every IPTSP that exchanges traffic there. That is precisely our codec set.
- Mobile operators (Grameenphone, Robi, Banglalink, Teletalk) do not sell SIP trunks — fixed voice for a third-party PBX is the IPTSP holder's product. And no GSM gateways with corporate SIM cards: such schemes are fined in this country as illegal VoIP.
- The mass-market model here is the provider's hosted PBX, not a trunk. Resellers sell "a number plus our PBX plus your handsets". If you are offered "just register our extension on your PBX", that is not a trunk: incoming calls arrive on a login, not on a number.
- The number is contracted to a local legal entity. The provider must keep a subscriber register with National ID, business registration and address, so a contract without a presence in the country is next to impossible.
Phone numbers in the country#
The country code is +880, the national prefix is a leading 0, the international prefix is 00.

880or00880in front of the number", i.e. the national format096XXXXXXXXis the local custom. On the first connection open the SIP trace in the trunk menu and create the line to match what actually arrives. - ⚠️ Numbers are long, and a line is matched by the last seven digits. The mobile numbers
01712345678and01812345678share the tail2345678and will merge into a single line; IPTSP numbers whose prefixes differ only at the start behave the same way. One number per venue is safe; with two or more, check the tails by hand or split the numbers across separate trunks. - The national emergency number is
999. It cannot be dialled through our PBX: the duty to provide free access to emergency services lies with the local licensee. Always keep an ordinary phone or a mobile on shift.

Below are the cards of the four operators that describe a trunk to a third-party PBX as a product of its own. The full list of questions for the sales manager is in "What to ask the provider".
Intercloud (Brilliant PBX)#
A nationwide ISP and IPTSP with the prefixes 09638 and 09658; its communication services are sold under the Brilliant brand. The "Brilliant PBX (Enterprise)" plan lists "SIP TRUNK with Customer On-premises Analog/IP PBX" — the only wording in the country that explicitly promises a trunk to the customer's PBX rather than just the operator's hosted one. The same plan includes premium DIDs, local toll-free, short codes, multi-level IVR and a dedicated account manager. Prices are not published: send the enquiry form on the Enterprise page or call sales, then sign a corporate contract.

What to set up on the provider's side: ask for the trunk to point at the public static IP of your PBX ("Server" tab → "Static IP") → agree on G.711 a-law/u-law or G.722 codecs → route the purchased DIDs to the trunk → allow media to our address on UDP ports 10000–20000 → agree the number of concurrent channels and the number format in incoming calls.
Pitfalls ⚠️
- The storefront is built around their own hosted PBX and mobile app. In the conversation you will have to insist separately: "a trunk outward, the PBX is ours".
- The trunk exists only in the higher plan. The entry-level plan with self sign-up has no trunk — do not confuse the two when ordering.

Agni Systems#
One of the country's oldest operators (IPTSP and ISP, prefix 09606), a listed company. Its "Telephony" page says verbatim: "Agni IPTSP offers SIP trunk to connect your PBX to a public telephony network to allow you to make nationwide and international calls", plus E1 connectivity and a voice gateway for legacy systems. It also advertises "a single or a range of DID numbers", free IP-to-IP calls and fax support. Ordering goes through corporate sales; the site has a paper application form for a number, so prepare the company's documents and the signatory's ID.

Pitfalls ⚠️
- E1 and a voice gateway in the portfolio hint at hardware handoffs. Ask directly whether they deliver plain SIP over the public internet or only over their own link: the latter is a blocker for a cloud PBX.
- "Nationwide and international calls" describes their side. Your outgoing traffic will leave through their international gateway under their rules, while an incoming call to a foreign PBX is exactly the question from "In brief".

Amber IT#
An internet provider since 1997 with IPTSP numbers in the 09611 series. Its IPTSP page states: "With a SIP Trunk solution for your company's telephony system, costs and complexity can be reduced by taking advantage of existing IT infrastructures to connect the telephony system and the public telephony network"; the telephony servers are hosted across several data centres with 24/7 support.
A useful cost benchmark is their hosted PBX price list (not a trunk, but it shows what the service is measured in here — channels and numbers): BDT 1,500/month for 10 extensions, 4 channels, 1 DID and 500 minutes; BDT 2,500 for 20/8/2; BDT 5,000 for 40/15/4.

Pitfalls ⚠️
- The whole storefront leads to their own hosted PBX (mobile app, web console, staff attendance tracking) — effectively a competitor to our telephony. The trunk has to be requested as a separate contract item, and you should check that the invoice really covers it.
- The licence for the
09611series has historically been held by another company in the group, so the contract may carry a different name than the storefront. That is normal, but check who you are actually paying.

BDCOM (KOTHA)#
A listed IT company with the prefix 09666; telephony is sold under the KOTHA brand — since 2009 and with a reputation as the country's first business telephony service. The portfolio explicitly lists IP-Trunk, alongside IP-PBX, contact centre, short code parking and audio conferencing. On scale, the corporate page says: "from single DID setups to high-volume concurrent channels". Numbers look like 09666 XXX XXX, and within a group the last three digits work as an extension. To order, request a quotation on the site and then sign a contract.

Pitfalls ⚠️
- The onboarding process is formal. The core customers are banks and government bodies, so document checks and contract approval take weeks rather than days. Plan for that when opening a venue.
- In-group extension dialling is their feature, not yours. If our PBX serves the venue's numbers, build "one main number plus extensions" with your own voice menu instead of the operator's service.

Who else sells telephony in the country#
- ADN Telecom (
09610) — a nationwide IPTSP and ISP with a corporate focus: leased links, MPLS and partnerships with international carriers. We could not obtain a public description of its trunk — the site is behind an anti-bot challenge — but the company profile makes it a likely candidate for a "trunk by contract". The first question: do they deliver over the public internet or only over their own managed link? - Link3 Technologies (
09678) — the largest ISP by subscribers, an IPTSP licence since 2009 and the only published tariff in the country: BDT 100/month per line, BDT 0.40/min plus VAT for calls to any operator, free calls between IPTSP subscribers and free incoming calls (including from abroad), billed per second. A trunk to a third-party PBX is not on the storefront — it lists a dedicated IP PBX, a contact centre, short codes and toll-free numbers — so ask explicitly. - BTCL — the state operator: landlines (
02Dhaka,031Chittagong,0821Sylhet) and the IPTSP prefixes09696/09697. Today it sells the Alaap Cloud platform: a hosted PBX from BDT 1,200/month (10 extensions), a contact centre from BDT 8,500 per agent, voice broadcasts; VAT +15%. There is no trunk to a third-party PBX on the storefront — this is the operator's own switch, so a landline for our telephony has to be negotiated as a separate contract. ⚠️ Also note that BTCL periodically renumbers whole exchanges, so the venue's landline can change on the operator's initiative — along with the business cards and the signboard. - Fionetix — a Dhaka reseller of the
096604sub-series. It is the only storefront in the country that promises compatibility with our side: "full SIP trunk setup compatible with IP phones, softphones and PBX systems such as Asterisk, FreePBX and 3CX", with credentials for your devices listed among the deliverables (so registration is the likely mode; confirm it). ⚠️ The same page advertises TLS and SRTP encryption — if the handoff turns out to be TLS-only, there will be no trunk for us: the PBX speaks UDP and TCP. The first question for the salesperson is "can you give us plain UDP or TCP?". And remember it is an intermediary: the contract and the responsibility for quality run through the prefix holder. - Alpha PBX (
pbx.bd) and iptsp.com.bd — the mass-market "number plus the provider's hosted PBX" segment. Their entire knowledge base is about registering softphones and handsets on their switch; iptsp.com.bd openly advertises that "you do not even need a public IP" and sells numbers of five operators at once at 40 poisha per minute. There is no trunk to your own PBX here by design. If you are offered "just register our extension on your PBX", that is not a trunk: incoming calls arrive on a login, not on a number, and several numbers cannot be told apart by DID. - Mobile operators — Grameenphone (
017,013), Robi (018, plus the Airtel network016), Banglalink (019,014), Teletalk (015). They do not sell SIP trunks: fixed voice for a third-party PBX is the IPTSP holder's product. Grameenphone's corporate voice offering is themCentrexvirtual PBX over mobile numbers. ⚠️ What you must not do: install a GSM gateway with corporate SIM cards. That is exactly what BTRC fines at a fixed rate per SIM, with totals reaching tens of millions of taka.
International providers with Bangladeshi numbers#
Cards for popular international providers are already in the catalogue when adding a provider — the server address and mode are filled in for you. What is specific to Bangladesh:
- Twilio — Bangladesh is in its regulatory guidelines: for a local number an individual needs a name and proof of a local address (an ID document with an address, a utility bill, a tax notice, a lease), a company needs its name and an extract from the trade register with a local address. In other words, a
+880number requires a real presence in the country. - Telnyx — a Bangladesh number page exists, with "local numbers from $250 per month" and discounts from 50 numbers. Document requirements are not spelled out on the page, and a price like that indicates a scarce resource sourced on request: check availability in the portal before you plan around it.
- DIDWW — for Bangladesh there is no local trunking and no local numbers: the country page marks them as unavailable, only call termination to
+880is offered. - PBX.IM — advertises trunking and local numbers for Dhaka, Chittagong and Sylhet, plus toll-free and mobile ones. Its claim of working "through the country's mobile operators" is marketing; the availability of a specific number can only be verified by ordering it in the portal.
- Zadarma — there is no Bangladesh page and no
+880numbers. - ⚠️ The legal side. A foreign
+880number does not remove the question from "In brief" — it complicates it: an incoming call to such a number arrives from abroad by definition. For a venue in Bangladesh this is a way to take calls from other countries, not a replacement for a local number.
Number porting#
- Mobile numbers can be ported between operators — portability has been live since 1 October 2018. It barely matters to our setup: mobile numbers are not added to the PBX.
- IPTSP numbers (
096…) are effectively not portable. The prefix belongs to the operator, so changing provider means changing the number. There is no published porting procedure for these numbers — check with the provider before the number reaches your signboard and business cards. - Numbering belongs to the regulator. Under the IPTSP guidelines (§13.3) neither the licensee nor its subscribers hold proprietary rights over numbers, and the Commission may amend or reallocate any numbering plan.
- BTCL landlines change on the operator's initiative when exchanges are upgraded: the venue is notified and the old number is forwarded for a while.
- A Bangladeshi number cannot be taken to a foreign provider — porting exists only between local licensees.
Rules and paperwork#
The BTRC regulator, the IPTSP licence, the ban on bypassing international gateways, paperwork for a number, MAC addresses, call recording and the 2025 licensing reform
- The regulator is BTRC (Bangladesh Telecommunication Regulatory Commission), Dhaka. The base law is the Bangladesh Telecommunication Act 2001 as amended; current texts are published in the "Laws" section of the BTRC site.
- Voice for a third-party PBX is sold by an IPTSP licence holder. The reference document is the "Amended Regulatory and Licensing Guidelines for IPTSP License" (2009, 45 pages). §8.1: the licensee provides international and domestic voice calls over IP-based networks. Licences come in nationwide, central and zonal flavours.
- ⚠️⚠️ The international leg goes through IGWs and ICXs only. §12.2: all international calls terminated to and originated from Bangladesh are routed through licensed international gateways (IGW) and interconnection exchanges (ICX), and the licensee shall not bypass them. §12.3 allows direct routing only for domestic calls within the operator's own network, §12.4 sends inter-operator traffic through the national exchange. The practical conclusion: a PBX in a foreign cloud turns a local call into an international one, and the admissibility of that has to be confirmed in writing by the provider, and preferably with a local lawyer.
- Paperwork for a number (§27.1). The provider must keep a subscriber register: name, address, National ID number, business registration number, the subscriber's number and IP address, the activation date and the MAC address or IMEI of the device. The guidelines contain no formal ban on a non-resident subscriber, but the document set makes a contract without a local presence practically impossible.
- ⚠️ MAC addresses are reported to the regulator monthly (§25.2) — both the operator's and its subscribers'. That is an awkward question for a cloud PBX: ask the provider how it is handled in practice.
- ⚠️ "Second stage dialing code" is prohibited (§25.2) — schemes where you call a shared number and then dial an access code are not recognised by the regulator. A voice menu with department selection is a different thing, but it is worth checking the wording with the provider's lawyer.
- Lawful interception and retention (§24, §25.1). The licensee funds a lawful interception system with online listening of call content, an operations console on the Commission's premises and six months of call record retention.
- Emergency calls (§28.2). The licensee must provide round-the-clock free access to emergency services; the national number is
999. Through a foreign PBX in another country this is not guaranteed. - Call recording. The Digital Security Act 2018 and the Personal Data Protection Act 2026 apply: consent, notice and cross-border transfer rules. The practical rule is to announce the recording at the start of the call and to honour an opt-out; keep the notice enabled in the location settings for Bangladesh. Note that recordings and call logs are physically stored outside the country.
- ⚠️ Illegal VoIP is prosecuted systematically. According to Bangladeshi media, in 2026 BTRC fined four mobile operators a combined total of roughly Tk 8.68 crore over 8,682 SIM cards used in illegal call termination — at a fixed rate per card. Schemes that "save on the international gateway" are not up for discussion in this country.
- ⚠️ The licensing reform is under way. The Telecommunications Network and Licensing Policy 2025 (published on 18 September 2025) repealed the previous 2010 policy, declared the IGW, ICX and exchange categories to be discontinued once current terms expire, and ordered the IPTSP licence to be merged with the ISP licence into a new Fixed Telecom Service License during migration. The implementing rules had not been issued as of 10 September 2026, so the ban on bypassing the gateways still applies under the old rules — and everything described here should be rechecked once the new rules are out.
If it does not work#
- The parameters did not come from the provisioning sheet. Nobody in Bangladesh publishes the host, port or authorisation mode. If the sheet does not state the mode, ask directly: registration or an address whitelist? With a whitelist the registration checkbox must be cleared, otherwise the trunk will forever read "not registered".
- The provider did not allow a PBX outside the country. If the trunk is ordered but calls never arrive, check whether your public address is authorised in the sheet and whether the whole thing has run into the rule about routing the international leg through the gateways. Your address is on the "Server" tab, in the "Static IP" line.
- Registration is green but incoming calls do not arrive. Check that the operator has routed the number to this trunk, and in what form it arrives: the local custom is the national format
096…without880. Open the SIP trace and align the line with what actually comes in. - The call connects but there is no audio. Ask about codecs: our PBX speaks G.711 and G.722. The national convention is G.711, but a particular handoff may be delivered as "G.729 only": it looks healthy and produces silence. The second common cause is media not being allowed to our address.
- The provider offers TLS and SRTP only. Such a handoff will not work for us — ask for plain UDP or TCP, or pick another operator.
- A call to the second number is handled by the first number's scenario. A line is matched by the last seven digits while numbers here are 11 digits long, so different numbers easily share a tail. Split such numbers across separate trunks or route by trunk instead of by line.
- You were sold an extension, not a trunk. If incoming calls arrive on a login and all numbers merge into one stream, that is an account on the provider's hosted PBX. The trunk has to be ordered again from one of the operators in the table above.

Frequently asked questions#
Which provider should I try first in Bangladesh?#
The operators that explicitly describe a trunk to the customer's PBX as a product: Intercloud (Brilliant PBX), Agni Systems, Amber IT, BDCOM (KOTHA). All of them hold an IPTSP licence and sell through their sales departments: an enquiry, a contract with a legal entity, documents and then a provisioning sheet with the parameters. Nobody offers card-paid self-service here, so plan for weeks.
Why do Bangladeshi operators not list a host and a port on their sites?#
Because those really are not there: not a single operator in the country publishes the server address, the port, the authorisation mode or the codecs. Everything arrives in the provisioning sheet. Guessing "typical" values is pointless — the trunk will either fail to come up or reject the call.
Our PBX is in a foreign cloud. Is that lawful?#
That is exactly the question to put to the provider in writing and before paying. The BTRC guidelines require international calls to be routed through licensed IGWs and ICXs and forbid the licensee from bypassing them, and a call that reaches a foreign switch is an international leg. Verbal assurances are not enough here: ask for the answer on paper and review it with a local lawyer.
Can I connect a mobile 01… number to our PBX?#
No. Mobile operators do not sell SIP trunks, and a GSM gateway with corporate SIM cards is a direct route to an illegal VoIP case. A mobile number can only be forwarded to an IPTSP number that is connected to the PBX, and that is billed separately.
How does "a number plus a hosted PBX" differ from a trunk?#
A trunk is a channel between your switch and the operator's network: the number stays with the provider while the calls arrive in our PBX, where queues, recording and call analysis work. A "provider's hosted PBX" is their switch instead of ours: handsets register with them, incoming calls arrive on a login rather than on a number, and several numbers cannot be told apart by DID.
Will the audio quality be good enough with a distant server?#
That has to be measured, not calculated: we have no cloud regions in Bangladesh and the path to the server is long. Make several test calls at peak hours before you move your signboard and business cards to the new number, and listen for delay and drop-outs rather than just "did it ring".
