Ecuador: SIP providers and connecting a number to the PBX

We do not issue numbers: the venue buys an Ecuadorian number from a carrier or a virtual telephony service and brings it into its own PBX as a trunk. Everything that is the same in any country — trunk modes, form fields, network requirements and the connectivity test — is described in the overview «Connecting a provider's number to the PBX». This page covers the Ecuadorian part only: where to get the number, what to enter in the admin panel and what people trip over in this country.

The data was collected on 9–10 September 2026 from the providers' own documentation and from materials published by the regulator ARCOTEL; the links are in the «Sources» section.

In brief#

  • The market is closed as far as documentation goes. Not a single Ecuadorian carrier — neither CNT EP, nor Claro, nor Movistar, nor Telconet/NetVoice, nor Puntonet, nor ETAPA — publishes its server address, port or authentication mode: the parameters arrive by e-mail once the contract is signed. Plan the connection as a conversation with an account manager, not as «copy from the manual and type it in».
  • The main local trap is not the parameters, it is the link. In Ecuador a carrier trunk is sold together with the carrier's own last mile: Claro describes it as «telefonía sobre SIP entregada en fibra óptica GPON, Metro Ethernet o enlaces radiales», Movistar as «Sip Trunk: solución integral de telefonía a través de redes de datos privadas». Such a trunk lands on a PBX physically sitting on the carrier's link in your office, while our dedicated PBX lives in the cloud and cannot reach the carrier's private network. The first question for the manager is «¿el troncal SIP se entrega por internet público hacia una IP fija nuestra?».
  • First choice — net2phone Ecuador: the only player with a local presence (Quito, Guayaquil, Cuenca) that sells a trunk specifically «to your existing PBX» and lists compatibility with Asterisk/Issabel/Elastix/FreePBX/3CX.
  • Fast entry without a RUC — an international number (DIDWW, Telnyx, Twilio): the number and the trunk are issued in the customer portal within hours. The price of that speed is that emergency calls and porting do not work with such a number.
  • Commercial call campaigns are registered with ARCOTEL. Under Resolución ARCOTEL-2020-0074, sales and advertising calls to mobile subscribers are allowed only with the subscriber's prior explicit consent, and the company files the list of its call-centre numbers with the regulator. Booking confirmations, visit reminders and satisfaction surveys are not covered by that regime.
  • A landline number cannot be ported. Only mobile numbering is portable in Ecuador — you cannot promise a venue that its landline number will be kept.
  • The contract goes to a local legal entity with a RUC. The carriers' business forms ask for it before the conversation even starts.

Numbers in the country#

  • The country code is +593. Under the ARCOTEL numbering plan the subscriber number (SN) is uniformly 7 digits; the geographic zone is identified by a two-digit TC code: 22 — Pichincha and Santo Domingo, 23 — Tungurahua, Cotopaxi, Pastaza, Bolívar, Chimborazo, 24 — Guayas and Santa Elena, 25 — Manabí, Galápagos, Los Ríos, 26 — Carchi, Imbabura, Esmeraldas, Sucumbíos, Napo, Orellana, 27 — Azuay, Cañar, Morona Santiago, 28 — El Oro, Loja, Zamora.
  • The plan and the practice differ. The plan declares a nine-digit national number (TC + SN), but landlines never completed the transition: in practice people dial 0 + one zone digit (27) + the 7 subscriber digits, that is eight digits (ARCOTEL's own phone number is 02 2946400). For mobiles the nine-digit number is real: 09X XXX XXXX.
  • Dialling: a local call is the 7 SN digits only; an inter-zone call is 0 + TC + SN; an outgoing international call is 00 + country code + number; an incoming call from abroad is 593 + the national number.
  • Special ranges: 1700 XXXXXX — shared cost, 1800 XXXXXX — free for the caller, 1900 XXXX — premium services, 1XY/1XYZ — short service codes. There is a single emergency number, 911 (112 is reserved and routes to the same place); calls to it are free and every carrier must carry them.
  • A coincidence in our favour: the PBX matches an incoming number by its last seven digits, and the Ecuadorian SN is exactly seven — so both +593… and the national form are parsed identically, and the number format on the «Lines» tab does not matter.

⚠️ The flip side of that same coincidence: two numbers from different zones with identical seven digits (say, one in Quito and one in Guayaquil) will merge into a single line for the PBX. The odds are low, but when ordering a second number ask for different endings. No Ecuadorian carrier publishes the form in which it puts the number into the call — that question is on the «What to ask the provider» list, and the routing rule is easier to write after the first real incoming call.

Who issues a number with a SIP trunk#

Provider Which numbers Trunk for your own PBX Mode How to sign up
net2phone Ecuador local and international yes, «SIP Trunk … sin reemplazar su equipamiento» registration or by IP, agreed at connection request through the local office or a partner
Yautalk landline, mobile, 0800, SMS yes, «Troncal SIP para empresas» registration; several IPs may be bound online request, contract through a manager
CNT EP (state-owned) the whole country, Galápagos included yes, «Troncales Principales» told at connection business segment: 1800 268267, cntcorp@cnt.gob.ec
Claro Ecuador (CONECEL) the whole country, DIDs at extra cost yes, «Troncales Digitales» with SIP signalling told at connection corporate account manager
Movistar Ecuador (OTECEL) the whole country yes, «Sip Trunk» — but over private data networks told at connection corporate account manager, the form asks for a RUC
NetVoice (LINKOTEL S.A.) national numbering except Galápagos publicly «Fija Empresas» lines, not a trunk told at connection (04) 3900-000, sac@netvoice.ec
Telconet through the group's voice arm (NetVoice) publicly only Voice IP and Cloud PBX as a managed service told at connection sales department
Puntonet does not offer numbers publicly only «Colaboración» in the catalogue ask the manager if the link is already theirs
Xtrim (Setel S.A.) landline no business section on the site ask under the Setel brand
Lumen (CENTURYLINKECUADOR) Quito, Guayaquil SIP Trunking exists globally, no country page told at connection corporate account manager
ETAPA EP (Cuenca) landline in Cuenca no public SIP trunk take the number from another provider
DIDWW · Telnyx · Twilio local, mobile, 1800 yes registration or by IP online, see «International providers»

net2phone Ecuador#

The local arm of the international net2phone (IDT): Net2phone Exclusive Reseller Ecuador S.A. in Quito plus a partner network in Quito, Guayaquil and Cuenca; the line-up includes a cloud PBX, uContact and SIP Trunking. The product positioning is exactly ours: «leverage the power of a cloud-based phone system … without replacing any of your existing equipment», and the regional product cards describe the trunk as a solution for companies that already have their own server, with declared compatibility with 3CX, Issabel, Elastix, FreePBX, UCM, Cisco, Avaya, NEC and Panasonic. The server address and the credentials are issued in the customer portal at activation — they are not public.

What to enter in the admin panel (Telephony → «Trunks and connections» → «Add provider» → the «SIP trunk (custom provider)» card):

Field Value
SIP host the net2phone node from the customer portal — issued at activation, the Ecuadorian arm has no public address
Port 5060 — the standard value; confirm it in the activation e-mail
Transport UDP; the provider names no other
Registration REGISTER (trunk login and password) — the primary mode; ⬜ IP auth is also available if you hand over your static address. The mode is agreed at connection
Login the trunk identifier from the customer portal
Password the trunk password from the same place (not used with IP authentication)

What to set up with the provider: word the request as «SIP Trunk para central Asterisk propia alojada en la nube», otherwise you will be sold a cloud PBX → order Ecuadorian DIDs (Quito 02, Guayaquil 04) and ask for them to be routed to the trunk → insist on G.711 a-law/u-law first in the codec list → agree on the media port range: the PBX accepts media on UDP 10000–20000 → clarify the simultaneous channel limit and, for the IP mode, hand over the public static address of the PBX (the «Server» tab, the «Static IP» field).

Pitfalls ⚠️ Both the cloud PBX and the trunk are sold under the same brand, so it is easy to end up with the wrong one — state «our own server» in the very first message. Minutes are sold in bundles: «unlimited» usually applies to landline destinations, while mobiles are charged separately. The contract runs through a local reseller, so the timeline and the terms depend on that reseller rather than on the global price list.

Yautalk#

A regional virtual telephony operator from Peru that claims a presence in Ecuador («+699 empresas en 🇵🇪 🇪🇨 ya confían en Yautalk»). The «Troncal SIP para empresas» product is described as connecting your physical IP PBX or call-centre software to their network; among the declared features are «Homologación con varias IP-PBX», «Permite obtener múltiples registros de IPs» and free configuration and support. The public Starter/Premium/Gold plans start at S/165–210 + IGV per month, but that is the Peruvian price list: there are no Ecuadorian prices on the site.

What to enter in the admin panel:

Field Value
SIP host the Yautalk node from the connection e-mail
Port 5060 — the standard value; confirm it at connection
Transport UDP
Registration REGISTER — with the trunk login and password; the provider additionally allows several addresses to be bound
Login the trunk identifier from the portal
Password the trunk password from the same place

What to set up with the provider: first of all clarify whether they sell Ecuadorian numbers (the site lists landline, mobile, 0800 and SMS for Peru, Ecuador and Bolivia) and which legal entity the contract is signed with → request the trunk parameters and the codec list, asking for G.711 → have the purchased numbers routed to the trunk → check how many simultaneous channels the plan includes.

Pitfalls ⚠️ The entire public price list is Peruvian, and Ecuadorian terms are given on request only — you cannot budget from the website. Second: reselling telecommunications services is not free in Ecuador and is formalised by a contract registered in the Registro Público de Telecomunicaciones, so it is worth asking a regional operator directly whether it holds an Ecuadorian título habilitante.

Local carriers: parameters come with the connection#

CNT EP, Claro, Movistar, Telconet, NetVoice, Puntonet, Xtrim, Lumen, ETAPA

These providers do have (or claim to have) a trunk for your own PBX, but the server address, port, authentication mode and credentials arrive by e-mail after the contract. The minimum you need from the manager is in «What to ask the provider»; three things deserve to be spelled out separately: delivery over the public internet to our static address, G.711 a-law in the codec negotiation, and the fact that a third-party PBX is being connected, not their cloud one.

  • CNT EP. The state-owned carrier, the only one covering the whole country including Galápagos; its business portal has a «Troncales Principales» solution card, but the portal renders its text with a script, so no parameters can be read from it. The way in is the business segment (1800 268267, cntcorp@cnt.gob.ec); the retail site answers questions about business products with a 404. The trunk has historically come together with CNT's own link — ask first of all whether it accepts calls from a third-party public address.
  • Claro Ecuador (CONECEL). The «Troncales Digitales» product: «múltiples sesiones simultáneas de voz entre tu central telefónica y la red telefónica de Claro», DIDs at extra cost, scaling by channel count, «señalización SIP compatibles con varios codecs del mercado». The wording about delivery «en fibra óptica GPON, Metro Ethernet o enlaces radiales» is the default refusal for a cloud PBX: the trunk is tied to Claro's last mile. The page gives no codec list, so put G.711 in the order in writing.
  • Movistar Ecuador (OTECEL). «Sip Trunk» is described as a «solución integral de telefonía a través de redes de datos privadas» — that is not marketing, it is the delivery model. Wan2Cloud (IP VPN to cloud providers) and SD-WAN are sold next to it: if there is no public variant of the trunk, a VPN leg to our cloud is the only workaround, and it carries its own price tag. The business forms require a RUC.
  • Telconet. The largest private carrier and integrator, with its own fibre and data centre. Publicly it offers «Voice IP» and «Cloud Pbx» as a turnkey or managed service; there is no separate «trunk for a third-party PBX» product in the catalogue, and the group's voice arm is NetVoice. The managed model assumes they run the equipment themselves, so word the request as «troncal SIP para PBX propia (Asterisk) en la nube».
  • NetVoice (LINKOTEL S.A.). The voice operator of the Telconet group; in the ARCOTEL registry it is fixed telephony with national coverage except Galápagos. Its catalogue — «Fija Residencial / Empresas / Pymes», Cloud PBX, a mobile app — means it definitely has its own numbering, while a «trunk to the outside» is not announced as a separate product. Importantly, «Fija Empresas» is sold as a line rather than a trunk — check the number of simultaneous calls and whether a third-party PBX may register.
  • Puntonet. A business ISP from Quito. Its catalogue covers connectivity, networking, cloud, cybersecurity and «Colaboración»; there is no SIP trunk page. With an ISP, «Colaboración» usually means reselling Teams or Zoom rather than a trunk — ask directly whether numbers and a trunk are sold separately.
  • Xtrim (Setel S.A.). A former cable holding; IP telephony historically lived under the Setel name, so ask under that brand. As of September 2026 the site is a showcase of home tariffs, the «Empresas» section returns an error and there are no business products on it.
  • Lumen (CENTURYLINKECUADOR). In the ARCOTEL registry it appears as fixed telephony, carrier and internet services covering Quito and Guayaquil. Lumen has SIP Trunking globally, but no Ecuador country page. It targets large corporate customers — for a single venue the entry threshold and the minimum contract term are most likely prohibitive.
  • ETAPA EP (Cuenca). A municipal utility: water, sewerage and telecommunications; the catalogue lists fixed and wireless telephony, and for business internet and data transmission, with no SIP trunk. For a venue in Cuenca this is a city line and a link, while the number for the PBX comes from another provider. Explain to the owner up front that an old ETAPA landline number cannot be moved to another network.

International providers with Ecuadorian numbers#

The Telnyx and Twilio cards are already in the catalogue when adding a provider — the server address and the mode fill themselves in. For a venue without a local legal entity this is the fastest route: the number and the trunk are issued in the portal within hours rather than weeks.

  • DIDWW sells Ecuadorian virtual numbers — local, mobile +593 9 and toll-free — with a two-way SIP trunk. Its country page states explicitly: emergency calling is not supported, number portability is not supported, inbound fax is not supported.
  • Telnyx, Twilio, Bandwidth — all of them terminate outbound calls to Ecuador; the availability of local numbers and the document requirements (address, business registration) change more often than anything else, so verify them in the provider's portal before paying.
  • Hivoox (Spain) sells a «Trunk SIP Ecuador» and Ecuadorian city numbers, issuing the SIP credentials by e-mail. We have not verified its parameters or prices — the storefront is not reachable from our network; clarify everything when ordering.
  • ProveedorVoIP (Miami) is not retail but a white-label partner model, «become an IP telephony provider in Ecuador». It does not suit a single venue.
  • What an international number cannot do. 911 does not work through it, and it cannot be ported — when you change providers the number is lost. For a restaurant that prints its number on the signboard and in the menu, that matters more than the per-minute price.

Porting a number#

  • Only mobile numbering is portable. The right to keep a number when changing carriers is set out in the mobile number portability regulation; for fixed telephony the numbering plan mentions portability as a prospect, but there is no practical mechanism.
  • What that means for a venue: a landline number tied to CNT, ETAPA or NetVoice is lost when moving to another provider. The «we will move your landline number to the cloud» scenario does not work in Ecuador — what works is «forwarding from the old number to the new trunk», configured by the previous carrier.
  • A porting request is rejected while the service is suspended — restore the service first, then port.
  • Register the number to the company (RUC), not to an employee: a number in a person's name leaves with that person.
  • ⚠️ Changing the public address of the PBX breaks a trunk that authenticates by IP. If the provider works from a whitelist, hand it the new address in advance when the dedicated machine is recreated.

Rules and paperwork#

Licence, contract and RUC, registering commercial call campaigns with ARCOTEL, call recording, caller ID, emergency calls
  • A venue needs no licence. Under the telecommunications law a título habilitante is required from whoever sells communications services; you buy them. The licensed party is the Ecuadorian carrier you take the number and the trunk from. Numbering is allocated by the regulator, ARCOTEL.
  • Reselling communications services is not free: it is a carrier's right, and it is formalised by a contract on a standard form registered in the Registro Público de Telecomunicaciones. So with a small regional provider it is worth asking on what basis it is selling you Ecuadorian numbering.
  • The contract goes to a local legal entity with a RUC. The carriers' business forms ask for it before the conversation even starts; a foreign company without a local registration is left with an international provider.
  • Commercial call campaigns are a separate regime. Under Resolución ARCOTEL-2020-0074 and the accompanying technical rule: (1) direct sales, advertising and campaigning calls are allowed only to subscribers who have given prior explicit consent; (2) the company itself files the list of its call-centre numbers and a single number for such campaigns with ARCOTEL; (3) the numbers are classified with the labels FINANZAS, TURISMO, VENTA, PROSELITISMO, which the subscriber sees on the call; (4) subscriber complaints are handled by ARCOTEL. The practical conclusion: keep the «selling» number separate from the booking number — the label is assigned to the number, not to the call.
  • What does not count as a commercial call (per ARCOTEL's own explanation): purely informational calls within an existing contract, debt collection, calls from public authorities, financial institutions and educational establishments within their remit, and customer satisfaction surveys. A restaurant's «confirm the booking», «remind about the visit» and «rate our service» fall exactly here, while «we have a special offer» does not.
  • Call recording. There is no separate «telephony» rule — the personal data protection law and the general principle of informed consent apply. The practice is a warning at the start of the conversation; in the admin panel it is switched on in the location settings.
  • You may only display your own numbers. The carrier accepts only numbers from the group issued to you in outbound calls, and for commercial campaigns the rules require registered numbers. Fill the «Display as» field with a contract number only: someone else's number will be silently replaced or the call will be rejected.
  • Emergency calls. 911 is mandatory for every carrier and free of charge, but with a third-party number over a cloud PBX trunk its delivery is not guaranteed. In the instructions for the floor staff write «call 911 from a mobile phone».

If it does not work#

  1. The carrier agreed, but no calls come through at all. This is almost always the link: Claro delivers the trunk over its own fibre or radio link, Movistar over private data networks. Check whether the trunk is delivered over the public internet to our static address; an answer of «solo sobre nuestra red» means the product does not suit us.
  2. The call connects but there is silence one way or both. Codecs: the carriers' pages promise «varios codecs» without a list, and it is easy to end up with a G.729-only trunk. The PBX speaks G.711 and G.722 — ask for G.711 a-law first.
  3. «Not registered with the provider». Check which mode you were sold: regional carrier trunks more often authenticate by address — then the REGISTER checkbox must be cleared and your static IP handed over for the whitelist. The path to the server is verified with the «Test connection» button.
  4. The incoming call arrived but matched no line. Nobody in Ecuador publishes the number format in the call: look at what actually arrived in the trunk diagnostics and bring the line number to the same form. The other possibility is that two of your numbers from different zones share the same seven digits (see «Numbers in the country»).
  5. The provider requires TLS or SRTP. Trunks over TLS are not supported: ask for a plain UDP/TCP account or choose another provider.
  6. It worked and suddenly stopped after the PBX was recreated. With address-based authentication the new public IP must be given to the provider — before the recreation, not after.
  7. The phone died together with the power. Power outages are a real factor in the country: the cloud PBX survives them, the venue's link and router do not. Keep a backup mobile internet connection.

Causes that do not depend on the country are in «If calls do not go through».

Frequently asked questions#

Which provider should we start with if we have no number yet?#

With net2phone Ecuador: it is the only provider with a local presence that sells a trunk specifically to your own PBX and declares compatibility with Asterisk and its distributions. If you need to be up in a day, or the company has no RUC, take an international number (DIDWW, Telnyx, Twilio). A carrier (CNT, Claro, Movistar) makes sense when the venue already sits on its link.

Why does no Ecuadorian carrier publish its parameters?#

That is how the local market works: the trunk is sold through an account manager, and the server address, port and mode arrive by e-mail after the contract and a site survey. This is not a gap in the instructions — as of September 2026 no carrier in Ecuador publishes documentation for connecting a third-party PBX. That is why the question list in «What to ask the provider» is especially useful here.

Can we keep our landline number when switching?#

No. Only mobile numbering is portable in Ecuador, fixed numbering is not. There is a single workable detour: keep the old number with the previous carrier and ask it to forward calls to the new number connected to the PBX.

Do we need to register anything if we call our guests?#

It depends on the reason. Booking confirmations, visit reminders and satisfaction surveys are informational calls and fall outside the commercial campaign regime. An advertising campaign («we have a special offer») falls inside it: it requires the subscribers' prior consent and registration of the call-centre numbers with ARCOTEL, with an industry label such as VENTA or TURISMO.

Will emergency calls work?#

Over a cloud PBX trunk there is no guarantee, and with an international number (DIDWW, Telnyx, Twilio) 911 definitely does not work. For a venue with a dining room that is a reason to keep an ordinary phone with a SIM card at the counter.

Can an Ecuadorian trunk be set up without a dedicated PBX?#

No. Provider trunks only work on a dedicated server: it has the static address that is given to the provider — and regional carrier trunks almost always check exactly that address.
