Indonesia: SIP providers and connecting a number to the PBX

This page continues the general guide to connecting a provider's number to the PBX, which covers everything that is the same in any country — the two trunk modes, what to ask the operator, what to enter in the form, network and compatibility and the connectivity check. Here we cover what is specific to Indonesia: who to get a number from, why trunk parameters arrive only by email after the contract is signed, and which traps wait for you on the first test call.

The data was collected on 10 September 2026 from provider websites and regulator documents; links are in the "Sources" section.


In brief#

  • A dedicated PBX is created for Indonesian locations. IP telephony is not banned in the country, but selling voice over the internet is a licensed service (an ITKP permit from the communications ministry, Komdigi). The licence is held by the provider you take the number and trunk from; a contract with that provider is all your venue needs.
  • ⚠️⚠️ The country's main peculiarity: no local provider publishes its SIP server address, port or codecs. All of this arrives by email or in the customer portal after the contract, so there is nothing to test in advance. Tellingly, Indonesia is entirely absent from the list of certified SIP trunks kept by the PBX vendor 3CX, while Malaysia, Singapore, Thailand and Vietnam are on it.
  • Where to start: Ofon — the only provider we found that has both its own landline numbers in 22 cities and a trunk to a third-party PBX; VoIPCall / Solusipbx — the only one with a public guide on which fields to enter in someone else's PBX. Both work in registration mode (username and password) — the "Register at provider (REGISTER)" checkbox. Telkom Indonesia — if the venue is already its customer and wants to keep its landline number.
  • ⚠️ Two traps on the first call: VoIPCall's standard codec list includes G.729 — if the trunk is set up for that codec only, the call connects with no audio; and landline numbers in Jakarta, Bandung, Surabaya, Semarang and Medan are eight digits long, so matching by the last seven digits cannot tell apart numbers that differ only in their first digit.
  • ⚠️ A landline number is issued against an address inside its area. A foreign company without an address in Indonesia will not get a landline number; a mobile or toll-free number can be taken from an international provider.

Numbers in the country#

  • Country code +62, national prefix 0, international access 00X (the international carrier's code, e.g. 001, 007, 008).
  • Landline numbers: an area code of 2 or 3 digits + a subscriber number of 8 or 7 digits — 10 significant digits in total (11 are allowed in some areas). Jakarta — 21, Surabaya — 31, Bandung — 22, Medan — 61, Semarang — 24, Denpasar / Bali — 361, Yogyakarta — 274, Batam — 778, Makassar — 411. Example: 021 3970 xxxx domestically = +62 21 3970 xxxx in international format.
  • Mobile: starts with 08 (08XY + subscriber part), e.g. 0811…, 0812…, 0817…; in international format the leading 0 is dropped — +62 811 ….
  • Service numbers: 0800… — free for the caller (Free Call), 0809… — premium (Premium Call); 1500XYZ, 150XYZ, 140XY — short call-centre numbers (the "1500-…" format Indonesians know from banks and support lines).
  • Emergency services: 110 (police), 112 (unified), 113 (fire), 115 (search and rescue), 119 (ambulance).
  • How people dial: within the same area — just the subscriber number, between areas — 0 + area code + number, abroad — 00X + the number in international format.
  • In "Lines" enter the number the way the provider issued it: the PBX compares the last seven digits, so writing it with +62 or with 0 makes no difference. No provider publicly describes the format in which it sends the number in an incoming call — ask when connecting.
  • ⚠️ The seven-digit trap. With eight-digit subscriber numbers the matching drops the first digit: 021 3970 1234 and 021 8970 1234 give the same tail 9701234, mobile 0811 450 2380 and 0821 450 2380 — the tail 4502380. Do not put numbers into one account that differ only in the first digit of the subscriber part or only in the mobile prefix.

Ofon — its own landline numbers and a trunk under one contract#

An operator from Jakarta and Batam with more than 28 years of experience. The key difference from the rest: Ofon has its own landline number blocks, published on its website — Jakarta 021-3970-xxxx, Bandung 022-3050-xxxx, Surabaya 031-3000-xxxx, Semarang 024-3000-xxxx, Medan 061-6200-xxxx, Denpasar 0361-620-xxxx, Batam 0778-810-xxxx, Makassar 0411-300-xxxx and 14 more cities. The number and the trunk come from one party, with no resale chain.

The SIP Trunk plan as of 10.09.2026 — from Rp 1,500,000 per month: the base configuration includes 10 landline numbers and 10 concurrent calls, expandable up to 2000 numbers and 2000 calls; SLA 99%, call records in the web portal, 24/7 support. Ordering is via the "Saya Tertarik" / "Hubungi Kami" button on the website, followed by a manager and a contract; there is no instant activation. In its own integration guide Ofon lists what gets configured in the PBX: the SIP server, username and password, codecs, incoming and outgoing calls, the DDI number — meaning the trunk works in registration mode.

What to enter in the admin panel (Telephony → "Trunks & pairings" → "Add provider"):

What to set up with the provider: order a SIP Trunk of the right capacity (number of numbers = number of lines on our side, number of concurrent calls — for your peak hours) → choose a city and get a number from Ofon's block → hand over the "Static IP" from the "Server" tab and ask them to add it to the list of allowed addresses (Ofon itself recommends restricting SIP access by address) → agree on G.711 a-law/u-law codecs → ask in which format the number arrives in an incoming call and what to put as the outgoing number.

Pitfalls ⚠️

  • Parameters only after the contract. Before signing there is nothing to test with; "Test connection" makes sense once the email with the address arrives.
  • Codecs are not published. Say plainly that on trunks our PBX speaks G.711 and G.722 and does not accept G.729.
  • The base 10 calls are a ceiling. The eleventh concurrent call will not go through; recalculate for your peaks.
  • Jakarta numbers are eight digits long — see the seven-digit trap in "Numbers in the country".

VoIPCall / Solusipbx — the only public guide for a third-party PBX#

One supplier under two brands: voipcall.co.id (telecom services) and solusipbx.com (3CX integration, hardware); the legal entity is PT Solusi Teknologi Unggul, BSD City, Tangerang. It is the only Indonesian provider we found that has publicly described which fields to enter in a third-party PBX, so its parameters are the most verifiable in the country. The data centre is in Indonesia, the codecs on the service page are "G729, G711", and the trunk is advertised as 3CX-compatible.

Trunk credentials per their guide: subscription url (domain and port), subscription id and subscription password; in the guide a successful connection is "the account is registered", i.e. registration mode. Ordering is via "Minta Penawaran" / "Daftar" on the website, followed by a manager; the same supplier's cloud PBX costs from Rp 50,000 per month, the trunk is priced on request. It has no numbering of its own: the provider says it works together with a partner — ask whose number you will get when ordering.

What to enter in the admin panel

What to set up with the provider: request a UDP trunk with u-law / a-law codecs and ask them to remove G.729 → order a landline number in the right city and route it to the trunk → hand over the PBX's "Static IP" → clarify the number format in incoming calls → agree on the outgoing number: per their guide the outgoing caller ID equals the subscription id.

Pitfalls ⚠️

  • ⚠️⚠️ G.729 in the standard list. The codecs in their guide go in the order u-law → a-law → G.729A. If the trunk is set up for G.729 only, the call connects but there is no audio — lock in G.711 in writing before activation.
  • Outgoing number — your own only. The supplier explicitly requires the subscription id on outgoing calls; any other number in "Show as" will be rejected.
  • The manager will offer their cloud PBX. State explicitly in your request that you need a SIP trunk to your own IP PBX.

Telkom Indonesia — the incumbent, parameters by contract#

The state-owned operator PT Telkom Indonesia. The product is simply called SIP Trunk; to small and medium businesses it is sold through the Indibiz storefront. The wording that matters for us: the trunk connects a company's IP PBX to Telkom's network "over the internet or a private network" — so, per the service description, a Telkom access line of your own is not required. The storefront lists "incoming only", "outgoing only" and "both ways" modes, flexible capacity and keeping existing landline numbers in their area. Price on request, VAT 11%.

Telkom does not publicly disclose the server address, port, authorisation mode (registration or by IP) or codecs, so there is no table here: fill in the form from the technical specification in the contract. What to ask the manager:

  • a trunk in "both ways" (Bothway) mode and the number of concurrent calls you need;
  • delivery over the public internet to the "Static IP" of your PBX — exactly that, not over a Telkom access line at the premises;
  • the mode: registration (then a username and password) or by IP (then hand over the PBX address);
  • G.711 a-law/u-law codecs and the number format in incoming calls;
  • moving the venue's existing landline numbers onto the trunk.

⚠️ A service page is not a contract. If Telkom offers to deliver the trunk only over its own access line or private addressing, our cloud PBX will not reach it — find out before signing. The corporate sales cycle takes weeks, not days.

More providers: parameters issued by a sales manager#

These companies advertise a trunk to your own PBX but publish no technical parameters at all. Fill in the form from the sheet they send you; take the questions from "What to ask the provider".

  • Smart Solutions (PT Lintas Teknologi Digital, Jakarta and Bogor) — a minutes reseller with a flat per-second rate to all networks and a promised 35–70% saving against Telkom's regular rate. No numbering of its own — the number comes from a partner operator. Multi-operator routing is advertised: if one operator fails, calls automatically go through another. ⚠️ Compatibility is described "for the customer's PBX" (analogue, E1, ISDN) — state right away that you need a SIP connection with no gateway at the premises, and ask whether the outgoing number changes when traffic switches to another operator.
  • Ivosights — a contact-centre company (Sociomile); its SIP trunk is described as connecting a company's phone system to the public network over the internet, with free installation. Worth a look if you need a 1500… style service number. ⚠️ The manager will most likely sell the whole platform — make clear you only need the trunk; the mode and parameters are not published.
The reseller's ITKP licence

For operators with their own numbering (Ofon, Telkom) the licence question does not arise. For resellers and platforms we found no public confirmation of an ITKP permit, and the regulator has no open register of holders searchable by name. Ask the provider for its permit number before signing: a "cheap trunk" without a licence may turn out to be a grey route that gets shut down together with the venue's number.


Operators without a trunk to your own PBX#

  • Indosat Ooredoo Hutchison — the country's second-largest operator. Publicly it offers businesses only a cloud PBX and a cloud call centre (CloudVoice) — a replacement for your PBX, not a trunk to it. An operator of this size may have a corporate trunk in a non-public price list: ask corporate sales for a SIP trunk over the public internet to a static address.
  • XLSMART — since April 2025 it combines XL Axiata, Smartfren and Smart Telecom (the retail brands XL, AXIS and Smartfren remain). There is no public SIP trunk page; an XLSMART mobile number works as a "number for guests", but not as a PBX line. Treat XL Axiata Business Solution materials from before 2025 as outdated.
  • Biznet Networks — a large fibre provider and data centre; there is no voice product in its catalogue. For a venue it is a candidate for internet at the premises, not a number supplier.
  • Lintasarta (Indosat group) — corporate circuits, data centre and cloud; a SIP trunk is not advertised as a product, voice projects only through corporate sales.

International providers with Indonesian numbers#

Cards for popular international providers are already in the catalogue when you add a provider — the server address and mode are filled in automatically. What is specific to Indonesia:

  • DIDWW — Indonesian landline numbers since June 2025 and toll-free numbers; no mobile or service numbers. Since July 2026 it also offers local delivery of outgoing calls within the country. Registration of the number's owner is mandatory.
  • Telnyx — Indonesian landline numbers from $20 per month, bought and attached to a SIP connection in the portal.
  • Twilio — landline, mobile and toll-free numbers. A landline number requires an address inside the number's area (a PO box is not accepted), an identity document — national ID, passport or KITAS/KITAP — proof of address, and for a company, business registration. For mobile and toll-free the address may be in any country; a toll-free number may not be used for callback services.
  • AVOXI — advertises a cloud PBX and a SIP trunk with Indonesian numbers; the number types and document requirements are not spelled out publicly — check before paying.
  • United World Telecom — "Indonesia SIP trunking" to your own PBX; according to the provider as of 10.09.2026 — $73.95 per month for 10 channels plus the cost of the number, confirm when ordering.
  • ⚠️ General caveats. The outgoing number can only be your own; none of the international providers advertises emergency 110/112 calls in Indonesia.

Number porting#

  • A landline number is effectively tied to its operator. We found no public procedure for porting landline numbers between Indonesian operators. A Telkom number cannot be put on another provider's trunk without Telkom's consent — ask your current operator first.
  • It is easier to plan the other way round: choose the trunk provider → take its number → print that number on the sign, the menu and the website. If you need to keep an old Telkom number, take the trunk from Telkom itself.
  • International providers accept porting: DIDWW advertises free porting of Indonesian numbers to itself, Telnyx has its FastPort porting service. Check timelines and the list of documents with the provider.
  • Register the number to the company, not to an employee. A number issued to an individual against their ID will leave with them when the manager changes.

Rules and paperwork#

Licences, number paperwork, outgoing number, emergency calls and call recording
  • The licence is needed by the provider, not the venue. Selling telephony over the internet is an ITKP service with a Komdigi permit (Kominfo until October 2024); the technical numbering plan is Ministerial Regulation Permenkominfo No. 14/2018, which also assigns ITKP providers the 010XY prefixes and 170XY access codes. Take the trunk from a licence holder or an operator.
  • Number paperwork. A landline number is issued against an address inside its area; the typical package is an identity document (national ID, passport or KITAS/KITAP), proof of address (a utility bill, a lease agreement, etc.), and for a company, business registration and the representative's documents.
  • A foreign company without an address in Indonesia will not get a landline number; a mobile or toll-free one — through an international provider.
  • Outgoing number. Providers only let the numbers on your contract out; it is simplest to leave "Show as" empty — the line's number will go out. Spoofing someone else's number breaches the contract and general anti-fraud rules.
  • Emergency calls. 110, 112, 113, 115, 119 are short numbers, and none of the providers we checked publicly guarantees reaching them over a provider trunk. Keep an ordinary mobile phone at the till.
  • Call recording. The personal data protection law UU No. 27/2022 applies: consent must be explicit, voluntary and for a specific purpose; it may be given in writing or by recording and may be withdrawn. Enable the voice notice about recording in the location settings. Recordings and transcripts are stored in a cloud outside Indonesia — discuss the basis for cross-border transfer with a lawyer.

If it does not work#

  1. Nothing to enter in the form. Indonesian providers send the server address, port and username only after the contract — this is normal. Press "Test connection" once the email with the parameters arrives.
  2. The call connects but there is silence. Almost always codecs: VoIPCall has G.729 in its standard list, the others do not publish theirs. Our PBX needs G.711 or G.722 — ask the provider to enable G.711 a-law/u-law and remove G.729.
  3. "No registration at provider", or the provider does not let calls through. Ofon recommends restricting SIP access by address: make sure its allowed list contains exactly the "Static IP" from the "Server" tab, not the venue's office address.
  4. Incoming calls land on the wrong line. The last seven digits of eight-digit numbers coincide — see "Numbers in the country".
  5. Outgoing calls are rejected. The provider expects its own number: for VoIPCall that is the subscription id. Leave "Show as" empty or put the contract number there.
  6. The trunk was delivered "over our line". If the operator (most often a large one — Telkom) delivers the trunk only over its own access line or private addressing, the cloud PBX cannot reach it. You need delivery over the public internet to a static address.
  7. You were sold the wrong thing. Indosat CloudVoice, VoIPCall's cloud PBX, the Ivosights contact centre — these replace your PBX rather than provide a trunk. Ask for "a SIP trunk to our own IP PBX" in your request.

Frequently asked questions#

Which provider should I start with?#

With Ofon if you need a real landline number: the number and the trunk come from one party, in 22 cities. With VoIPCall if predictable setup matters: it is the only provider in the country with a public guide naming the fields and codecs. Telkom — when you need to keep the venue's existing landline number.

Why is the SIP server address not published anywhere?#

That is how the market works: Indonesian providers issue the address, port, username and password by email or in the portal after the contract. Fill in the form with the data you receive and press "Test connection". If the provider offers both modes, choose registration.

Can a foreign company get an Indonesian number?#

A landline number — only with an address inside the number's area, and that applies to international providers too: Twilio explicitly requires an address within the number's area code, DIDWW requires owner registration. Mobile and toll-free numbers are easier for a foreign company: with Twilio the address for them may be in any country.

Can I move a Telkom number to another provider?#

We found no public procedure for porting landline numbers, so do not count on it. If the number must be kept, take the trunk from Telkom itself; if not, take a number from the trunk provider and change it on your sign.

How many simultaneous calls will I have?#

As many as there are channels in the contract. Ofon's base plan has 10 concurrent calls, expandable up to 2000; for the others the manager will tell you the channel count.

Will emergency numbers work?#

Do not count on it: none of the providers we checked publicly guarantees reaching 110/112 over a provider trunk. Keep an ordinary mobile phone at the venue.
