Mongolia: SIP providers and connecting a number to the PBX
We do not issue numbers: the venue buys a Mongolian number from a local operator and brings it into its own PBX as a trunk. The steps that are the same everywhere — trunk modes, form fields, network and connectivity check — are described in the overview «Connecting a provider's number to the PBX»; this page covers only what is specific to Mongolia: whom to buy a number from, what the operator hands you and what of it goes into the admin panel.
In brief#
- The market is built around a «SIP number», not a «SIP trunk». The regulator allocated the entire
7XXXXXXXrange to IP telephony, and almost every operator has its own series:75— Mobinet,76— Skymedia (Skytel),77— Univision,78— GMobileNet,70— Mongolia Telecom,72— Onlime,79— Telco,71— Monvsat. The number is sold as a SIP account with a login and a password — and that is exactly what our PBX registers. Nobody publicly offers a «trunk with N channels and IP authentication» the way European carriers do. - The mode is always registration. Every published Mongolian instruction boils down to «login + password + server address», i.e. to the «Register with the provider (REGISTER)» checkbox. Not a single operator advertises IP authentication.
- The default choice is Mobinet MNP75 (Mobicom group): the only operator in the country with an official «number on an IP PBX» guide. Host
ip-phone.mobinet.mn, login — the number itself75XXXXXX, monthly fee 1,200 ₮ per number. All six fields of our form come straight from that guide. - ⚠️ The main local pitfall is the IMS accounts of Univision and Mobicom Mobile Office. Their login and «authorization login» are different (the latter looks like
number@domain), and traffic goes through a separate outbound proxy. Our form has a single «Login» field and a single «SIP host», with no field for a proxy. With Univision this is a question to ask the operator before signing; Mobile Office cannot be set up this way at all. - Multiple simultaneous calls come from multiple numbers, not from channels. With MNP75 one account serves one number, and the operator does not publish how many concurrent calls a number holds. If you need parallel calls, buy several numbers or a Mobile Office package with 3–10 lines.
- Paperwork. MNP75 — an ID document at a Mobicom office, or an online purchase by card, including from abroad. Mobile Office — only a company registered in Mongolia. International aggregators do not sell Mongolian numbers, so a foreign chain without a local entity is left with MNP75.

What this means for routing. The PBX matches a line by the last seven digits of the number, and a Mongolian number is eight digits long, so everything except the first digit ends up in the tail. 75123456, 97675123456 and +97675123456 all produce the same tail 5123456 — the format the operator sends does not matter for the rules. Only numbers differing in the first digit alone can collide (70123456 and 80123456); that is unlikely within one venue, but if you order several numbers it is worth comparing the endings.
In what form the number arrives. In its IP PBX guide Mobinet routes the incoming call to the number itself in national format (75XXXXXX, without 976); Univision and Mobile Office work with an E.164 identity (+97677XXXXXX / +97675XXXXXX). The exact Request-URI is not documented by the operators — create the line and check it on the first call.

The first two rows are the ones whose parameters the operator publishes and for which there are «What to enter in the admin panel» tables below. The others deliberately have no table: their parameters are issued under contract only, and guesses must not be printed instead. Mobinet MNP75 (Mobicom group)#
An internet and VoIP operator of the Mobicom group; it holds the 75XXXXXX series. The MNP75 product is a «fixed IP phone»: the number works in an app, in an IP phone and on an IP PBX. For the PBX case the operator has a separate manual, «MOBINET IP-PBX» — essentially a step-by-step trunk setup on an Asterisk-based system (Trunks → VoIP Trunks → New SIP trunk). It is the only Mongolian operator with such a guide in the open.
How to get it. At any Mobicom office with an ID document, or online with a bank card at mobicom.mn; from abroad — through a dealer in your country or with a Visa card on the same site. Postpaid: registration 0 ₮, monthly fee 1,200 ₮ per number, «golden» numbers 30,000 / 100,000 / 200,000 ₮. Calls inside the MNP75 network and between a company's branches are free, to other fixed networks 20 ₮/min, to Mobicom 30 ₮/min, to other mobile networks 50 ₮/min (excl. VAT, 60+1 s billing). International destinations are opened with a 30,000 ₮ deposit per number.

What to arrange with the provider. Buy the number (or several) for the company on a postpaid plan. For international calls pay the 30,000 ₮ deposit per number. Ask them to put G.711 µ-law first: the operator's guide lists G.729 first, and our PBX does not speak it, but the platform does support µ-law — the operator itself recommends it for fax. On our side: create the line 75XXXXXX, show the same number in «Outbound calls» and add a rule rewriting +/00 into the operator's international gateway prefix.
Pitfalls ⚠️ The IP PBX manual was written for previous-generation hardware and is dated, although the service is alive (tariffs are kept up to date). Before promising a customer a go-live date, press «Check connectivity» — it will show whether the host answers. Second: one account serves one number (the operator says so explicitly about fax — it needs a number of its own), so concurrent calls are built from several numbers. Third: a number bought and left unused for 180 days is cancelled.

Univision (Unitel group)#
A triple-play operator (internet, IPTV, fixed telephony) of the Unitel group; it holds the whole 77XXXXXX series. At home the number normally works through the phone port of the router, and if there is no such port the operator allows «configuring the fixed number on an IP device»; for companies there is a separate guide for Grandstream phones. That guide is the source of the parameters that fit our form.
How to get it. The number is ordered together with a Univision/Unitel connection. The number itself costs 20,000 ₮ for a regular one, and 50,000 / 100,000 / 500,000 / 1,000,000 ₮ for the «premium» categories. Tariff: inside the 77 network free, to other networks 50 ₮/min, with a 35,000 ₮/month call limit (raised with a deposit); international is opened with a 100,000 ₮ deposit. The SIP password is issued by the online agent, and for companies by the corporate help desk.

What to arrange with the provider. In the Univision guide the account is defined by two different fields: SIP User ID: +97677XXXXXX and Authenticate ID: +97677XXXXXX@ims.ub.unitel.mn, and companies additionally get Outbound proxy: publiccorp.ims.ub.unitel.mn. We have a single «Login» field (which is also the authorization login), while «SIP host» sets both the server address and the domain; there is no separate proxy field. So before signing ask the operator two questions: will the platform accept a registration whose authorization login has no @ims.ub.unitel.mn part, and is the outbound proxy mandatory for a company. The third question is about the network: the number is sold as «a phone on a Univision router», so check whether registration from your server's external static IP is allowed (the «Server» tab).
Pitfalls ⚠️ If the answer to the first question is no, the setup will not work today: there is no way to add the domain to the authorization login in the form, and publiccorp.ims.ub.unitel.mn must not be put into «SIP host» — the proxy address would then also become the domain instead of ims.ub.unitel.mn. In that case take Mobinet MNP75. The operator does not publish codecs, transport or the DTMF method — ask about those in the same email.

Mobicom Mobile Office#
A Mobicom group business service on 75 numbers: cloud telephony with no equipment of your own — short internal numbers, mobility, group hunting, a voice menu, conferencing. The Basic / Bundle 1 / Bundle 2 / Bundle 3 packages give 1 / 3 / 5 / 10 voice lines and, except for Basic, bundled minutes. It works on a computer, in a mobile app «and on all kinds of IP phones». Billing is done by Mobinet — it is the same VoIP platform as MNP75.
Customer restrictions. The service is available only to a company registered in Mongolia; it is not sold to individuals. A line's password is changed by an official letter from the company to customercare@mobinet.mn.
Why there is no «What to enter» table here. The operator does publish the parameters, but they are expressed as four different values: User name +97675XXXXXX, Authorization user name +97675XXXXXX@mobileoffice.mn, Domain mobileoffice.mn and a separate outbound proxy 202.131.248.20:5090. In our form «Login» is a single field that also becomes the authorization login, while «SIP host» sets both the server address and the domain; there are no «Authorization login» and «Outbound proxy» fields yet. The domain mobileoffice.mn does not resolve in public DNS — it cannot go into «SIP host» — and with the proxy address in that field the platform receives the wrong domain. The error codes in the operator's own FAQ confirm this: 403 — wrong logins or password, 500 — wrong domain, 503 — wrong proxy.
What to do. For a venue it is simpler to take MNP75 on the very same platform — it connects in the standard way. If Mobile Office is required regardless (for the bundled lines and internal numbering), ask the manager whether the platform accepts a registration whose domain equals the proxy address and whose authorization login has no @mobileoffice.mn part; without a positive answer the connection cannot be promised. MIP70, Skytel and GMobileNet — parameters only under contract#
Three operators that do not publish SIP parameters: what the services are and what to ask
Mongolia Telecom — MIP70. The national fixed-line operator (series 11, 21, 26, 70). MIP70 is a prepaid service «based on SIP technology»: the number works on a phone, a tablet and a SIP device once configured, with 5,000 units for 30 days in the package. The SIP host, the port and the login format are published nowhere — the old guide is unavailable and the new page is empty. Request the parameters from the 7000-8000 help desk or by email to bill_info@telecommongolia.mn, and ask straight away whether there is a postpaid option for a company: on prepaid an empty balance simply turns the number off. They also sell a classic business line — a «fixed phone for companies» (installation 33,000 ₮ in Ulaanbaatar, 16,500 ₮ in an aimag) and a call centre with a number «in the internet environment».
Skytel — Skymedia IP76 / Cally. The 76 series is held by their subsidiary Skymedia. Companies are sold a «fixed number» 7600–7608XXXX (the number costs 5,000 / 20,000 / 120,000 ₮, the monthly fee is 5,000 or 8,000 ₮) bundled with their cloud PBX: internal calling, forwarding, a voice menu, voicemail, a call centre with reports. Individuals get the Cally app. There is no guide for an IP phone or a third-party PBX either in the Skytel help centre or on the Cally site. Write to enterprise@skytel.mn or call 7676-9000 and put it plainly: we need a SIP account for a 76 number so that our PBX can register from an external static IP, the cloud PBX is not needed — otherwise you will be sold exactly that PBX.
GMobileNet — IP78. An internet provider of the G-Mobile group. IP78 is 78XX-XXXX numbers for companies «using IP, SIP technology», with internal calling and an answering machine, but the service is only available where their fibre reaches: the number comes with their access line, not as a trunk over the internet. Before ordering, check whether the account can register from an external network (our server sits in a cloud), and get the parameters in the contract.
The common list of questions for any of them — «What to ask the provider»; whatever values you get go into the same six form fields as for Mobinet.
International providers with Mongolian numbers#
Global services have no Mongolian number — this is one of the rare cases where «buy it online in five minutes» does not work:
- DIDWW states it plainly on its Mongolia page: local SIP trunking is not available, only international A-Z termination is. In other words, they have no Mongolian DIDs.
- Telnyx — there is no Mongolian numbers page on their site (checked 10.09.2026); if you specifically want a number from them, search their portal.
- Twilio — there is no Mongolian regulatory guidelines page either, an indirect sign that the country is missing from their number catalogue.
- Zadarma — Mongolia is not visible in the country list on their virtual numbers page.
- CommPeak — a «SIP Trunking in Mongolia» page does exist, but it is about terminating outbound calls to Mongolia, not about selling Mongolian numbers.
Conclusion. A Mongolian number is bought from a local operator. A foreign company without a Mongolian entity is left with Mobinet MNP75: the operator explicitly describes buying from abroad — through a dealer in your country or with a Visa card. If you also need a number in another country (for guests from abroad), international services connect as usual — their trunk parameters are in the provider catalogue cards in the admin panel and in the overview.
Number porting#
- There is no number portability between operators in Mongolia. The regulator's communication to the ITU lists no ported-number database, and the
70–79series are firmly assigned to operators: moving to another operator means changing the number. Worth weighing when choosing — a number on a signboard and in directories is expensive to change. - A number can be lost without moving anywhere. MNP75: if you do not start using it within 180 days of purchase the number is cancelled; keeping a number in reserve costs 3,000 ₮/month for up to 6 months; three months of unpaid postpaid bills return the number to sale. Mobile Office: after a company gives the number up it goes back on sale in 3 months.
- Old Ulaanbaatar landline numbers are migrating. The
11 3X/11 4Xseries is being moved into21and then withdrawn — a venue with an old landline number may have it changed on the operator's initiative. - Register the number to the company. Mobile Office cannot be arranged any other way; MNP75 and Univision can be registered to a person, but a number in an employee's name leaves with that employee.
Rules and paperwork#
Licences, paperwork for a number, personal data and call recording, emergency calls
- A venue needs no licence. It is the operator who obtains the permit to operate in telecommunications — the regulator (the Communications Regulatory Commission,
crc.gov.mn) has a dedicated procedure for it, with a commission decision and a contract. The7numbering resource has been allocated to seven VoIP operators: Onlime Network, Mobinet, Skymedia, Univision, GMobileNet, Monvsat Network and Telco. By buying a number and connecting it to your own PBX you remain a subscriber of a licensed operator. - Paperwork for a number. MNP75 — an ID document at a Mobicom office, or an online purchase by card. Mobile Office — a certificate of company registration in Mongolia; a line password is changed by an official letter on the company's letterhead. Univision — the number's password for companies is issued by the corporate help desk.
- Foreign companies. Only the purchase of MNP75 from abroad is described explicitly (a dealer or a Visa card). The other operators do not publish their terms for foreign companies — check with the operator before paying.
- Call recording. The personal data protection law was adopted on 17 December 2021 and has been in force since 1 May 2022: processing requires the data owner's consent, stating the purpose, the categories of data and the retention period. The practical minimum is to enable the spoken recording notice in the location settings. Separately, check with a lawyer the requirement on where data is stored: reviews of Mongolian law mention a requirement to keep servers in the country, whereas your PBX call recordings are stored in a cloud outside Mongolia.
- Showing someone else's number. The regulator publishes no rules on caller ID spoofing, but for the operators the number is the account: in its guide Mobinet sets both
Fromuserand the caller ID to the number itself. Only your line's number will go out — see «Outbound calls and „Show as“». - Emergency calls. The country's short numbers:
101— fire brigade,102— police,103— ambulance,105— the capital's emergency service,100— emergency aid;112is running in test mode at the police. Whether these calls go through from7series IP numbers, and which district they reach, is not documented by the operators — keep an ordinary phone for emergencies.
If it does not work#
- Registration fails with Univision or Mobile Office. These are IMS platforms: their login and authorization login differ (the latter carries an
@domainpart), and traffic goes through a separate outbound proxy. Our form cannot express that. Ask the operator whether the platform accepts a registration with a login without the domain part; if not — take Mobinet MNP75. For Mobile Office also mind the port: it is5090, not5060. - The call connects but nobody hears anything. Codecs: the Mobinet guide puts G.729 first, and our PBX does not speak it — it speaks G.711 A-law, G.711 µ-law and G.722. The operator does support µ-law (it recommends it for fax) — ask them to put it first. The full network requirements — «Network and compatibility».
- The login and password are correct but there is no registration. Press «Check connectivity»: it shows whether the server answers at all. Mongolian operators update their guides rarely, and the server address is worth checking before you promise anyone a date.
- Inbound works, international outbound does not. In Mongolia international dialling goes through the operator's gateway prefix:
*+ country code at Mobinet and Mobile Office (Mobile Office also has003),*or008at Univision. In the «Outbound» rule rewrite+or00into that prefix. On top of that, operators open the direction against a deposit: 30,000 ₮ per number at Mobinet, 100,000 ₮ at Univision. - One call is up, the second does not get through. With MNP75 one account serves one number, and the operator does not publish the number of concurrent calls. Parallel calls are built from several numbers (each its own trunk and its own line) or from a Mobile Office package with 3–10 lines.
- The operator offers a PBX instead of a trunk. Skytel, CallPro and Mobile Office sell exactly a cloud PBX, and it will conflict with yours: you end up with two switches in the chain. The wording in the request is always the same: we need a SIP account for the number so that our PBX can register from an external static IP.

Frequently asked questions#
Which Mongolian operator is the easiest one to get a number from for the PBX?#
Mobinet, the MNP75 product. It is the only operator in the country that has published the parameters for connecting a number to an IP PBX, and they fit our form completely: host ip-phone.mobinet.mn, login — the number itself, the number's password, registration. The number is bought in a day — at a Mobicom office or online — and costs 1,200 ₮/month.
Is a Mongolian «IP number» a real number that ordinary phones can call?#
Yes. The regulator allocated the whole 7XXXXXXX series to IP telephony, and these are numbers of the national plan just like the landline 11/21 or the mobile 99. The difference is elsewhere: there is no copper line behind them, they live in SIP from the start — which is exactly why they can be brought into your own PBX.
Can I buy a Mongolian number if my company is registered elsewhere?#
In practice only MNP75: Mobinet explicitly describes buying from abroad through a dealer or with a Visa card. Mobile Office is issued exclusively to a company registered in Mongolia, and the other operators do not publish their terms for foreigners. International services (DIDWW, Telnyx, Twilio, Zadarma) do not sell Mongolian numbers.
How many simultaneous calls will one number carry?#
The operator does not publish this, and you should not count on one number being multi-channel: MNP75 is built as «one account — one number» (Mobinet requires a separate number for fax). If the venue has to take several calls at once, buy several numbers — each becomes its own trunk and its own line, and inside the PBX they happily point at the same group.
Can an existing number be ported to another operator?#
No. There is no number portability in the country: the series belongs to the operator, and changing the operator means changing the number. Choose the operator before the number reaches your signboard, your menu and your map listings.
