Taiwan: SIP providers and connecting a number to the PBX

This page continues the general guide to connecting a provider's number to the PBX: that page covers everything that is the same in any country — the two trunk modes, what to ask the operator, what to enter in the form, network and compatibility and checking the connection. Here are the Taiwanese specifics: why a cloud PBX needs a number from the 070 series, where to get one and what to enter in the form for each provider.

The data was collected on 10 September 2026 from operator websites and the text of the regulations; links are in the "Sources" section.

In brief#

  • A dedicated PBX is created for Taiwanese locations. The venue buys the number and the trunk from a Taiwanese operator itself and adds them to the PBX like any other provider.
  • ⚠️⚠️ The key point: in Taiwan, "a SIP trunk over the internet" means 070 numbers. The regulator set the 070 series aside for IP telephony. Landline numbers (02, 04, 07…) are delivered to a customer's PBX by the three big operators only over their own line into the customer's premises — a cloud PBX cannot get them.
  • Where to start. Chief Telecom (是方電訊, Chief 070) is a subsidiary of Chunghwa Telecom and the only operator that publishes its connection parameters on its official website: registration mode, login = the 070 number. The second option is FarEasTone (business 遠傳 070) through a dealer: the application form explicitly offers a "SIP Trunk by IP address" connection, and the dealer sends the parameters.
  • ⚠️ IDs are checked in person. Under the number-use regulations the operator verifies the subscriber's documents at a counter or during a site visit (online only with an electronic signature). A foreigner needs a passport and a resident certificate (ARC), a company needs a Taiwanese registration. Without it a local 070 number is out of reach — international providers remain.
  • ⚠️ A number "abroad". The regulations forbid activating a number outside Taiwan without the regulator's consent, and our PBX runs in the cloud. When ordering, tell the operator plainly where the PBX runs and get written confirmation that this is acceptable.
  • ⚠️ Caller ID. Calls from abroad spoofing "+886" are blocked; for outbound calls show only a number from your own contract.

Numbers in Taiwan#

  • Country code +886, national prefix 0 (dropped when calling from abroad). International calls go out through a carrier selection code: 002/009 (Chunghwa), 006 (Taiwan Mobile), 007 (FarEasTone), 005 (former APT).
  • Landlines: 02 (Taipei, New Taipei, Keelung) + 8 digits, 04 (Taichung) + 8 digits, 03 and 05–08 + 7 digits. Example: 02-2345-6789 = +886 2 2345 6789.
  • Mobile: 09X + 7 digits, 10 digits in total: 0912 345 678 = +886 912 345 678.
  • IP telephony — 070: 070 + 8 digits, 11 digits in total: 070 1XX XXXXX = +886 70 1XX XXXXX. Numbers are allocated to operators in blocks: Chief Telecom has block 070101.
  • Toll-free: 0800 and 0809 + 6 digits; 0204 is premium-rate for the caller. The international toll-free format is 00801.
  • Emergency: 110 (police), 119 (fire and ambulance); 165 is the anti-fraud line.
  • In “Lines” enter the number exactly as the provider issued it: the PBX matches the last seven digits, so writing it with +886 or with 0 makes no difference. With Chief 070 the account login is the 070 number itself, so the tail will match even if the provider sends the login instead of the number on an inbound call. International providers send the number as +886….
  • ⚠️ The seven-digit trap. Numbers from different series can share a tail: 02-2345-6789 and 070-1x2-345-6789 both end in 3456789. When adding a second line, compare the tails.

Who issues a number with a SIP trunk#

Neither 3CX nor Yeastar keeps a list of certified SIP providers for Taiwan, so local operators have no ready-made "PBX templates" — below is what the operators themselves publish.

Chief Telecom — a 070 number with published parameters#

An IP-telephony operator and a subsidiary of Chunghwa Telecom: 070 numbers from block 070101, SIP protocol, with small businesses and micro-enterprises among its target customers. The prepaid plan closed on 31.10.2022; what remains are business monthly plans. The company portal is chief070.com.tw/biz (sign in with the company tax number 統一編號 or with the 070 number), the online application is at chief070.com.tw/voip/apply/. Documents: an individual needs two IDs (health insurance card and national ID), a company needs its registration documents and the director's ID.

The parameters come from Chief's official guides for SIP clients: SIP Server/Domain — chiefcall.com.tw, Outbound Proxy — 202.133.231.17:5060, login — the 070 number, registration refresh — every 3600 seconds.

What to enter in the admin panel (Telephony → "Trunks & pairings" → "Add provider"):

What to set up with the provider: sign up for a business monthly plan and pass the ID check → get an account for each 070 number → ask in writing which codecs are allowed (you need G.711 or G.722), which DTMF mode is used (we need RFC 2833) and how many simultaneous calls a number allows → confirm that registration from a cloud address outside Taiwan is acceptable.

Pitfalls ⚠️

  • The domain and the proxy are different addresses. Chief registers the account on the chiefcall.com.tw domain but accepts SIP through the proxy 202.133.231.17; chiefcall.com.tw itself points to a different address and is not the proxy. The form has no separate proxy field, so the proxy goes into "SIP host", and the PBX will present itself to the provider with that same address. Check registration on the first number; if the status shows "no registration at provider" while the password is correct, write to us.
  • One account, one number. Several 070 numbers mean several trunks in the PBX, each with its own line.
  • 7 wrong passwords block the number for 24 hours. The PBX retries registration by itself, so fix a wrong password at once instead of leaving the trunk "hammering" the provider.
  • Codecs and DTMF are not published — without written confirmation of G.711 you may get silence.
  • Emergency 110/119 from a 070 number go through a fixed-line operator and do not work during an internet or power outage.

FarEasTone — business 070 through a dealer#

遠傳電信 / 新世紀資通 was the first fixed-line operator licensed by the regulator for the 070 service. The "遠傳 070 企業節費電話" service runs over SIP, and the customer connects a softphone or a gateway to it. No technical parameters are published on the website — you apply through the enquiry form or a dealer (the historic brand is 速博 Sparq).

What the 新世紀資通 application form and contract show (copy held by the dealer SIPNET):

  • "本方案僅適用於企業用戶申請" — companies only; the customer provides the internet connection, 64 kbit/s per line;
  • connection methods: ADSL, "SIP Trunk, IP address" and IP VPN — a trunk to the customer's IP address is built into the form;
  • equipment type: a gateway or "IP-PBX, external ports …", with fields for the PBX make and model;
  • the service is tied to the installation address on the application, and 110/119 are routed by it;
  • documents: the company registration certificate and the representative's ID; service area — Taiwan, Penghu, Kinmen, Matsu.

What to set up with the provider: tick "SIP Trunk" on the form and enter the "Static IP" from the "Server" tab → equipment type "IP-PBX", number of external ports = number of simultaneous calls → give the installation address (110/119 depend on it) → ask the dealer for the SBC address calls will come from, the codecs (G.711 or G.722), the number format on inbound calls and the media port range.

Pitfalls ⚠️

  • You cannot buy it without a dealer: the operator's website has neither online ordering nor parameters.
  • Installation address and the cloud. The contract ties the service to an address, and the regulations forbid activating a number abroad without the regulator's consent — agree a cloud PBX outside Taiwan with the dealer in writing.
  • The form carries no revision date, and after FarEasTone's merger with Asia Pacific Telecom (2023) the wording may have changed — check against the current form at the dealer.

Dealers: 匯流通訊 SIPNET and 聲威科技#

匯流通訊 SIPNET is a Taipei 3CX integrator and a 新世紀資通 dealer: "any IP PBX or VoIP gateway we install works with 遠傳 070 numbers", packages of 2, 4 and 8 070 lines, with the monthly fee credited against calls. Documents — the application, a copy of the company registration and two IDs of the director. Contacts — 02-77292780, support@sipnet.com.tw. ⚠️ The page is old and the dealer is focused on its own equipment: say up front that the PBX is Asterisk in the cloud with a static IP and ask for the trunk parameters in writing. Confirm prices when ordering.

聲威科技 Polytech C&C is another dealer of 070 on the 速博/遠傳 network for IP phones and gateways; its pages are old, terms only on request. Questions for both — in "What to ask the provider".

Chunghwa Telecom and Taiwan Mobile landlines: no trunk to the cloud#

  • Chunghwa Telecom (中華電信) is the former monopoly and holds most landline numbers. Its product for PBXs is IP-Centrex on the NGN/IMS network: "須以寬頻電路供裝" — delivered only over the operator's own broadband line, to customer equipment on site (ITA, IP-PBX, IP phones); for a site with up to 30 numbers — SVG or SIP MSAN access gateways without a separate line. Number installation is NT$1,500 (porting an existing one — NT$200), the monthly fee is NT$295 per number. The trunk lives in the operator's private network: a cloud PBX cannot reach it without its own circuit into Taiwan, so there is no "what to enter" table here. The operator publishes no Asterisk guide.
  • Taiwan Mobile / 台灣固網 (台灣大哥大, merged with Taiwan Star since 01.12.2023) — fixed-line business service includes ISDN PRI and Centrex, with no SIP trunk in the catalogue; the M+ 雲端總機 cloud PBX works with its own apps and phones. There is a retail 070 — NT$30 a month per number (since 24.10.2022), but the plan says nothing about a SIP account or a third-party PBX: ask enterprise sales (0809-000-809) whether they issue an account and allow registration from abroad.
  • Asia Pacific Telecom (亞太電信) has been part of FarEasTone since 15.12.2023 — no separate product.

What to do with a landline number: keep it with the operator and forward it to a 070 number in your PBX or to a SIP address (line source "Forwarding") — outbound calls from the landline number will not work that way; or change the number. A landline number cannot be ported into the 070 series — see "Number porting".

International providers with Taiwanese numbers#

Cards for popular international providers are already in the catalogue when you add a provider — the server address and mode are filled in automatically. Taiwan specifics:

  • Twilio — landline numbers for individuals and companies with an address within the area of the number's prefix (national ID or residence permit, or a company registration); mobile — with an address in the country; toll-free — companies only, any address. Voice rules: a Taiwanese number as caller ID is not supported for calls to Taiwan, outbound calls from toll-free numbers are prohibited, DTMF is RFC 2833. The page describes requirements, not stock — check availability in the console before paying.
  • DIDWW — for Taiwan only toll-free +886 (801) numbers (dialled from Taiwan via 00801); no landline numbers.
  • Telnyx — according to the provider as of 10.09.2026, local Taipei numbers are offered; confirm the document requirements when ordering.
  • DIDLogic, AVOXI, United World Telecom, Global Call Forwarding, FlyNumber — sell Taiwanese numbers with forwarding to SIP; check availability and documents before paying.

⚠️ Two limitations. A number from an international provider is often toll-free (00801) rather than a landline. And outbound calls to Taiwanese subscribers with a Taiwanese number sent over a foreign route run into the blocking of spoofed "+886" calls and the ban on routing domestic calls through foreign networks.

Number porting#

  • A landline number cannot be ported into the 070 series — they are different numbering ranges. A Chunghwa Telecom or Taiwan Mobile landline reaches a cloud PBX only by forwarding.
  • Porting 070 between operators — check with the receiving operator: it usually files the request.
  • A 遠傳 070 is tied to the installation address. Moving without re-registering breaks the 110/119 routing.
  • A toll-free 0800 is held by a fixed-line operator — it reaches your PBX only by forwarding to 070 or to an international number.
  • Giving up a number cannot be quickly undone: a released number at 新世紀資通 goes back into circulation after 2–3 months.

Rules and paperwork#

Regulator, documents for a number, caller ID, emergency calls and call recording
  • The regulator is the NCC (國家通訊傳播委員會). Numbers are assigned to operators; resellers of numbers must register with the regulator. VoIP numbers come only from the 070 series. The licence is the operator's business, not the venue's: a contract is all you need.
  • Documents for a number ("電信事業用戶號碼使用管理辦法", as amended 26.04.2024): a citizen — two IDs; a foreigner — a passport and a valid resident certificate (ARC); a company — its registration certificate and the representative's document, plus the purpose of use, the business address, a list of users and an undertaking not to pass the number to third parties. Checks are done only at a counter or during a site visit, online only with an electronic signature; the operator keeps the subscriber's photo.
  • A number abroad: "非經主管機關同意，不得在境外開通用戶號碼之使用權限" — a number may not be activated abroad without the regulator's consent. Agree a cloud PBX outside Taiwan with the operator in writing.
  • Caller ID. The operator must pass on the caller's original number, and domestic calls may not transit foreign networks. Since 2023 operators block international calls spoofing "+886" and play a voice warning. On 23.11.2024 the NCC announced an amendment: VoIP traffic into the telephone network only with a 070 number and with a voice warning; whether it is already in force — check with the operator. Takeaway: leave the "Show as" field empty or enter a number from your contract.
  • Emergency 110/119 from a 070 number go through a fixed-line operator and do not work during an internet or power outage; with 遠傳 the routing depends on the installation address in the contract. Keep a mobile phone in the venue for emergency calls.
  • Call recording. No telecom-specific rule on recording was found; enable the recording notice in the location settings and discuss cross-border transfer of recordings with a lawyer.

If it does not work#

  1. Chief 070: "no registration at provider" with the correct password. The account lives on the chiefcall.com.tw domain, while "SIP host" holds the proxy 202.133.231.17 — the form has no separate proxy field. Write to us with the trunk's name. And do not leave a wrong password in place for long: 7 failures block the number for a day.
  2. A Chunghwa Telecom landline will not connect. That is expected: the IP-Centrex trunk is only reachable over the operator's line. You need forwarding to 070 or a different number — see the section above.
  3. 遠傳 by IP: no inbound calls. The application must carry exactly the "Static IP" from the "Server" tab, and "SIP host" must hold the SBC address the dealer sends calls from: that is how the PBX recognises the provider.
  4. Silence in one or both directions. Taiwanese operators do not publish their codecs — ask in writing for G.711 a-law or μ-law or G.722.
  5. Outbound calls are rejected or reach the callee with a warning. "Show as" holds a number that is not in your contract, or the call goes through an international provider with a Taiwanese caller ID. Leave the field empty; call Taiwanese subscribers through a local 070.

Frequently asked questions#

Can we use our 02 landline number in the PBX?#

Not directly: Chunghwa Telecom and Taiwan Mobile landline numbers connect to a PBX only over the operator's own line into your premises, and such a trunk is out of reach for a cloud PBX. The working path is to get a 070 number (Chief 070 or 遠傳 070) and forward the landline to it.

Which provider should we start with?#

Chief 070: parameters are published, registration mode, the login is the number itself. If you need a trunk by IP and several lines on one contract — 遠傳 070 through a dealer. If you have no Taiwanese company — an international provider (for example Twilio) with a document check.

Do we need a Taiwanese company?#

For a 070 number in the venue's name — yes, or a resident certificate (ARC) for a foreign individual: documents are checked in person, at a counter or during a site visit. International providers check documents too — Twilio asks for an address within the prefix area or a Taiwanese company registration.

Will emergency numbers 110 and 119 work?#

The 070 operator passes them through a fixed-line operator, but only while internet and power are available; with 遠傳 the routing depends on the installation address in the contract. The most reliable option is a mobile phone in the venue for emergency calls, and the staff should know about it.

How long does connecting take?#

A 070 number from Chief or 遠傳 — a few days: an in-person ID check and the dealer's work. An international number — from a few hours to a few days after the document check. A Chunghwa Telecom line — weeks, and it does not suit a cloud PBX anyway.
