Where to get a number with a SIP trunk in Uruguay, which parameters providers issue and what to enter in the admin panel so the number rings in the PBX

Uruguay: SIP providers and connecting a number to the PBX

We do not issue numbers: the venue buys a Uruguayan number from a local carrier and brings it into its own PBX. The steps that are the same everywhere — trunk modes, form fields, network and the connectivity test — are in the overview «Connecting a provider's number to the PBX»; this page covers only the Uruguayan part, and it differs sharply from the neighbouring countries: the fixed telephony market is closed by a state monopoly.

The data was collected on 9–10 September 2026 from ANTEL and URSEC documents, the texts of the decrees and materials of local integrators; links are in the «Sources» section.


In brief#

  • Only ANTEL sells geographic +598 2… / +598 4… numbers. Fixed telephony is the exclusive right of the state carrier, and since 2010 that exclusivity has been extended explicitly to IP technology (Decreto N° 260/010, art. 1). Uruguay has no private providers with their own geographic numbering, unlike Argentina or Peru.
  • The ANTEL trunk does not arrive over the internet. «ANTEL's MPLS network is used as transport… calls are not transported over the Internet»: the service is handed over as an RJ45 port at the customer's premises, with IP addresses from the carrier's own network. A dedicated PBX in the cloud cannot reach such a trunk — this is not a matter of configuration.
  • The workable path is an ANTEL number plus a gateway at the venue. The line (or a Troncal SIP) terminates on an FXO or E-SBC gateway in the venue, and the gateway registers on your PBX as an ordinary extension. Legally this is internal company telephony, which art. 2 of the same decree explicitly leaves outside the ANTEL monopoly.
  • A second number can be an international toll-free +598. Toll-free numbers from Telnyx, Zadarma and DIDWW arrive at the PBX as ordinary SIP from abroad and work without any gateway. But emergency calls do not pass through them and they cannot be ported, so such a number cannot be the venue's only one.
  • A geographic number has 8 digits, while the PBX matches the last seven. A Montevideo 2XXX XXXX and an up-country 4XXX XXXX with the same tail collapse into a single line — separate them with routing rules.
  • You cannot present someone else's number on outgoing calls. ANTEL: a call whose CallerID is not on the contract list «will be rejected or will go out with the number included by default in the service».

Numbers in the country#

The country code is +598, the international dialling prefix from Uruguay is 00. Since 29 August 2010 the country has no trunk prefixes and no area codes: the numbering plan is «flat» and the number is dialled in full anywhere in the country.

  • A mobile prefix no longer identifies the operator. Historically 091/092/098/099 belonged to Antel, 093/094/095 to Movistar (Tigo/Millicom since 2025) and 096/097 to Claro, but number portability has been in force since 12 January 2022.
  • Emergency numbers: 911 (single number), 104 (fire brigade), 105 (ambulance), 106 (naval prefecture), 1722 (toxicology). An emergency call does not pass through a Uruguayan toll-free number of an international aggregator: DIDWW marks «Emergency Calling» as not supported.
  • How the number arrives in an incoming call. ANTEL works with the national 8-digit format, without a plus sign and without the country code — as in the sample INVITE sip:yxxxxxxx@190.64.60.10:5060 SIP/2.0. Convergia likewise requires the trunk number in national format. Matching a line by the last seven digits survives this; rules written for an exact match do not.

Below are cards for the providers whose parameters are known. For the rest the server address, port and mode are disclosed after the contract; what exactly to ask is in «What to ask the provider».


ANTEL — Troncal SIP#

ANTEL (Administración Nacional de Telecomunicaciones) is the state carrier and the only lawful source of a Uruguayan geographic number. The «Troncal SIP» service connects your IP PBX to the telephone network: plans TSIP8, TSIP15, TSIP30, TSIP45, TSIP60, TSIP90, TSIP120, TSIP150, TSIP180 (from 8 to 180 concurrent calls) «sobre FTTH y Fibra dedicada», the channels are bidirectional, the plan includes geographic numbers, and the outgoing number can be chosen per call. There is one hard requirement for the customer: «Debe tener una central PBX (IP) instalada en su empresa» — the PBX must stand at the venue.

⚠️ This table only works for a PBX on the premises. The form will accept these values, but packets from the cloud will travel over the internet while ANTEL expects them from its own network — from the «Client IP» it issued itself. For a cloud PBX use the gateway scheme (next section).

What to set up with the provider: choose a TSIP plan by the number of concurrent calls → obtain the four network parameters (ANTEL SIP Server IP, Client IP, Default Gateway, subnet mask) and the list of numbers → set the CallerID on your side strictly from that list → make sure OPTIONS is answered with 200 OK → install an E-SBC between the PBX and the hand-off if needed.

Pitfalls ⚠️ The service is handed over as an RJ45 port on site, the addressing comes from the ANTEL network, and «Because calls are not transported over the Internet» quality is guaranteed — but a cloud PBX will not accept such a trunk. There is no registration: ANTEL checks that the trunk is alive with OPTIONS requests, and the equipment must answer 200 OK — silence or a 401 reply means the trunk is considered dead (a known case on the FreePBX forum). The codecs are G.711 plus T.38 for fax, DTMF is INBAND and RFC 2833, Session-Expires is 600 seconds; the PBX speaks G.711 and G.722, so there is no codec mismatch here. The number of concurrent calls is limited by the access medium as well, not only by the plan. Connectivity is checked by pinging 190.64.60.4 and 190.64.60.20 — the SIP server itself does not answer ping. The service number looks like P12345 and is not a phone number; faults are reported on 0800 2599, around the clock.

ANTEL — a line or a SIM and a gateway on site#

This is the recommended path for Uruguay: an ordinary ANTEL fixed line (or, for a seasonal venue, a corporate SIM from any operator) is plugged into an FXO or GSM gateway in the venue, and the gateway registers on your dedicated PBX as an ordinary extension. The Uruguayan number reaches the PBX and the monopoly is not touched: art. 2 of Decreto 260/010 explicitly removes from ANTEL's exclusivity «servicios de voz sobre IP internos en instituciones o empresas, siempre que los mismos no sean brindados a terceros» — internal company telephony that is not provided to third parties.

What to enter into the gateway — the extension credentials from the admin panel (Telephony → «Extensions», details in «Where to get the credentials»); with this scheme nothing goes into the trunk form:

What to set up with the provider: nothing beyond the ordinary line order — all the work is on the gateway. Equipment and installation are handled by local contractors: Ensamble Voip sells Grandstream gateways and IP PBXs, Simpletech installs E-SBCs and PBXs.

Pitfalls ⚠️ You will have as many concurrent conversations as the gateway has FXO ports or SIM slots. The CallerID is set by ANTEL — the «Present as» field has no effect in this scheme. The venue's power and internet link become a single point of failure: no electricity, no calls. Quality depends on the analogue path, so test fax and DTMF separately after installation.

Convergia Uruguay#

A pan-American carrier and distributor headquartered in Montreal, with a local site convergia.com.uy and a «Líneas Troncales SIP» section; within the 3CX ecosystem it is a certified provider with a ready-made trunk template for Latin America. Compatibility with Asterisk and other IP PBXs is declared, there are no published tariffs for Uruguay — everything goes through the sales department.

What to enter in the admin panel:

What to set up with the provider: give them the static public address of your PBX for the allow-list (the «Server» tab, the «Static IP» field) → obtain the addresses of the primary and backup SBC → agree the list of numbers → if you need your own outgoing number, request «Clip No Screening» separately: by default only the account's own numbers are allowed on outgoing calls.

Pitfalls ⚠️ The provider issues two signalling addresses — the primary one and a «Proxy alternativo» — while a trunk identifies the provider by a single host: some incoming calls may not be recognised as belonging to the trunk, so ask the manager for a single address. The trunk number is entered in national format. The key question for the negotiation is which numbering Convergia hands out in Uruguay specifically: under Decreto 260/010 they may not sell local fixed numbering, so the realistic scenario is outbound traffic and numbers of other countries. Demand written confirmation of the country and origin of the number before signing.

Providers that issue parameters under contract#

Ensamble Voip, Simpletech, ANTEL Cloud PBX, Tigo and Claro, AstraQom and PBX.IM
  • Ensamble Voip — a local company from Montevideo (Juan D. Jackson 1381 Bis, 2 408 01 05, in business since 2012): virtual numbers, E-PBX cloud PBXs, Grandstream IP PBXs and gateways, IVR, contact centres. It promises exactly what is needed: «número local de Uruguay» and «Se integra a su central telefónica IP». Not a single technical parameter is published — no host, no port, no mode; ask in writing for the whole list from «What to ask the provider» and, above all, whose numbering it is and under which licence it is resold. They are also useful as a contractor for gateways in the «ANTEL line + gateway in the venue» scheme.
  • Simpletech — a Uruguayan integrator, the only Spanish-speaking 3CX Platinum & Support Partner in Latin America. It sells neither numbers nor trunks, but it published the only public write-up of the ANTEL trunk parameters. For a venue it is useful as the contractor who «installs an E-SBC or a gateway on site» — exactly the work that bridges the gap between the ANTEL trunk and the cloud in Uruguay. Note that as a platform they will propose 3CX.
  • ANTEL — Cloud PBX — the carrier's own cloud PBX in its data centre, with a built-in «SIP trunk — Antel». The service provides no trunk outwards, to a third-party PBX: it is a direct counterpart of our PBX, not a source of numbers for it. A venue that has already bought Cloud PBX has to be migrated wholesale — the carrier offers no halfway scheme «a number from Cloud PBX into your PBX».
  • Tigo Uruguay (ex-Movistar) and Claro Uruguay — the second and third mobile operators. They have no SIP trunk for a third-party PBX in Uruguay: fixed telephony, including over IP, is ANTEL's exclusivity, and in April 2013 the authorities ordered both of them to shut down the fixed service they had launched within 90 days. The regional «Tigo Business — Troncal SIP» product covers Central America; no Uruguayan leg of it was announced as of 09.09.2026. The practical scenario is a corporate SIM in a GSM gateway on site. In 2025 Telefónica sold its Uruguayan business to Millicom, so corporate products and contacts are being reshuffled right now.
  • AstraQom and PBX.IM — international storefronts with machine-generated per-country pages. AstraQom's «Uruguay» price list quotes rates for «Uruguay Mobiles Movicel» and «Uruguay Mobiles Unitel» — operators of Angola and Bolivia, which do not exist in Uruguay. On PBX.IM, compliance with «Uruguay's MIIT regulations» refers to the regulator of China (Uruguay's regulator is URSEC), and the promise of local geographic DIDs «in Montevideo, Salto, Paysandú» contradicts Decreto 260/010. Neither the price nor the coverage on such pages can be taken at face value: demand a specific available number and its origin in writing before paying.

International providers with Uruguayan numbers#

Not a single international aggregator sells Uruguayan geographic numbers — a direct consequence of the ANTEL monopoly. All a foreign buyer can get is a Uruguayan toll-free number. The trunk parameters of these providers are generic, and the Telnyx, Twilio and Zadarma cards are already in the catalogue when adding a provider — the server address and the mode are filled in for you; the Uruguayan specifics are all in the paperwork for the number.

  • Telnyx — according to the official «Uruguay DID Requirements» article, only Toll-Free numbers are available. Paperwork: first and last name (for a company, also its name and the authorised representative), a contact phone number, a signed LOI no older than one month, an address — anywhere in the world — plus proof of address no older than three months. Activation takes about 72 hours. No local Uruguayan address is required, so the number is available to a foreign company.
  • Zadarma — the Uruguayan tariff page has a single line: code 0004, toll-free, $80 setup, $80–96 per month, 30 channels included. Paperwork: a copy of the company registration certificate, proof of address (a utility bill no older than three months) and a connection request letter. The connected number automatically becomes the Caller ID of the SIP account.
  • DIDWW — Uruguay is in the coverage list, but with Toll Free +598 (4) only and marked «Registration Required». Incoming calls and outgoing calls over their international trunk are supported; local SIP trunking, SMS, inbound fax, porting and emergency calling are not.
  • Twilio — the «Uruguay: Voice Guidelines» page exists, but it lists neither number types nor regulatory requirements for Uruguay; check availability in the console before ordering.
  • Emergency calls do not work through any of these numbers. For a venue with a dining room that is an argument in favour of an ANTEL fixed line: keep a mobile phone on shift for 911.

Number porting#

  • Mobile portability has been in force since 12 January 2022. The request is filed with the recipient operator; from registration of the request to the actual transfer takes no more than three business days, and the migration itself runs in a window of up to three hours between 00:00 and 06:00, during which the number is out of service. For the subscriber the service is free.
  • Porting fixed numbers between operators makes no sense — there is only one fixed-line operator in the country. Within ANTEL a number migrates into Troncal SIP in two stages: first the trunk is connected with new numbers, then the ported ones are added to it.
  • The number stays with the contract holder. ANTEL signs a trunk contract with a legal entity, and a line contract with individuals as well. When the tenant of the premises changes, the number leaves with the contract holder: fix this in the lease agreement.
  • A Uruguayan toll-free number from an international aggregator cannot be ported — DIDWW marks porting for Uruguay as not supported.
  • ⚠️ Changing the public address of the PBX breaks a trunk with IP authorisation. When the dedicated machine is recreated, send the provider the new address in advance, otherwise the trunk will die silently.

Rules and paperwork#

The ANTEL monopoly, licences, the «No Llame» registry, call recording, foreign companies
  • The monopoly and its boundary. ANTEL's exclusive right to fixed telephony was established by art. 6 of Decreto-Ley 14.235 of 25.07.1974, and Decreto N° 260/010 (promulgated 27.08.2010) extended it to IP technology: «la prestación de servicios de Telefonía Fija en el ámbito nacional que utiliza la tecnología IP, forma parte de la exclusividad de ANTEL… y por consiguiente no está incluida en los servicios habilitados por las Licencias de Telecomunicaciones Clase B». The market regulator is URSEC.
  • A venue needs no licence. A licence is needed by whoever sells telecommunications. Art. 2 of the same decree explicitly leaves internal corporate VoIP outside the monopoly: «La exclusividad de ANTEL no abarca la prestación de servicios de voz sobre IP internos en instituciones o empresas, siempre que los mismos no sean brindados a terceros». Your PBX is internal telephony of the venue: extensions, a greeting, a queue, recording and call analysis. Reselling Uruguayan numbers or someone else's voice traffic is a different story.
  • The monopoly is not decorative. In April 2013 the authorities ordered Claro and Movistar to shut down within 90 days the fixed telephony service they had launched in competition with ANTEL.
  • Marketing calls — the «No Llame» registry. Created by art. 181 of Ley N° 19.996, in force since 30 April 2022; a subscriber adds their number (fixed or mobile, individual or company) through their own operator. Calling a registered subscriber is allowed only with free, express, written and informed consent under Ley N° 18.331 on personal data protection, or strictly within an existing contract with them. Complaints and sanctions are handled by URSEC. For outbound campaigns and automated dialling this means a consent log is mandatory.
  • Call recording is governed by Ley N° 18.331 and its authority URCDP: processing is lawful with express informed consent. The voice notice about recording is enabled in the location settings.
  • A foreign company. A Uruguayan geographic number is fundamentally unavailable to a foreigner: there is no seller other than ANTEL, and ANTEL signs contracts with a local legal entity. A +598 toll-free number from Telnyx or Zadarma is available to a foreign company — an address in any country plus supporting documents is enough for them.

If it does not work#

  1. The ANTEL trunk was entered straight into the cloud PBX — and it is silent. That is exactly what happens: the traffic travels over the carrier's private network rather than the internet and never reaches the cloud. The only way out is a PBX or a gateway at the venue, registered on your PBX.
  2. ANTEL considers the trunk dead. The carrier checks liveness with OPTIONS requests and expects 200 OK. Silence or a 401 reply (a known symptom among FreePBX users) stops calls from arriving.
  3. An outgoing call is rejected or goes out with a different number. ANTEL rejects a CallerID that is not on the contract list, or replaces it with the service's default number. Fill in «Present as» with agreed numbers only.
  4. A call to the second number follows the scenario of the first one. Geographic numbers have eight digits, while a line is matched by the last seven: a Montevideo 2XXX XXXX and an up-country 4XXX XXXX with the same tail collapse into one line. Separate them by their endings or handle both with a single rule.
  5. Convergia: registered, but incoming calls are not recognised. The provider has a primary and a backup SBC, while a trunk identifies the provider by a single host. Ask them for a single address for incoming calls.
  6. The number turned out not to be Uruguayan. If the number was bought on a storefront such as AstraQom or PBX.IM, check whether it is a local DID or a forwarding service: promises of geographic Montevideo numbers contradict the ANTEL monopoly.
  7. There are fewer channels than the plan says. With ANTEL the number of concurrent calls is also limited by the access medium (FTTH or dedicated fibre), not only by the TSIP plan.

Frequently asked questions#

Can the ANTEL trunk be connected straight to a cloud PBX?#

No. ANTEL delivers the trunk over its own MPLS network — «calls are not transported over the Internet» — and hands the service over as an RJ45 port at the customer's premises, with IP addresses from its own addressing. A cloud PBX will not accept such a trunk under any settings. The working scheme is a PBX or a gateway at the venue that registers on your PBX.

Can a Uruguayan geographic number be bought from Telnyx, Zadarma or DIDWW?#

No. All three cover Uruguay with toll-free numbers only: geographic numbering +598 2… and +598 4… may be sold by ANTEL alone. Storefronts promising «local DIDs in Montevideo, Salto, Paysandú» do not back that promise up — demand a specific number and its origin in writing before paying.

Is our PBX lawful in Uruguay, given that fixed telephony is an ANTEL monopoly?#

Yes. Art. 2 of Decreto 260/010 explicitly removes internal company VoIP from ANTEL's exclusivity as long as it is not provided to third parties. A venue's PBX means extensions, a greeting, a queue and call recording within a single company. A licence is needed by whoever sells telecommunications, and you buy the number from a licensed carrier.

Is a toll-free +598 number enough as the venue's only number?#

As the only one, no. A call to 911 will not pass through it, it cannot be ported, and a local guest expects to call a geographic number. Toll-free works well as a second number — for bookings, advertising and «call us free of charge» — while the main one should be an ANTEL geographic number through a gateway.

There is no fixed line and the venue is seasonal — what then?#

Take a corporate SIM (Antel, Tigo or Claro) and install a GSM gateway that registers on your PBX as an extension. The scheme is the same as with an ANTEL line: calls to the venue's mobile number reach the PBX, get recorded and are distributed among the staff. You will have as many concurrent conversations as the gateway has SIM slots.
